Duties

This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of the Director, Office of Diversity, Inclusion and Civil Rights (ODICR). This position will be located in Washington, D.C, Sterling, Virginia; Anchorage, Alaska; Camarillo, California; OR Jefferson, Louisiana.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Plans, organizes, and oversees, under the direction of the BOEM-ODICR Director, efforts and projects that are aimed at achieving and improving equal employment opportunity, diversity, and inclusion at BOEM, supporting public civil rights, and the quality, effectiveness, and timeliness of program accomplishments.
2. Manages short- and long-range planning activities that include multi-year work plans supporting BOEM-ODICR's compliance and proactive projects/programs.
3. Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines.
4. Implements performance metrics to manage and monitor the operational efficiencies of the organization.
5. Plans, coordinates, and oversees major initiatives or projects, including but not limited to serving, as assigned by the BOEM Director, as the primary BOEM representative on program-related Executive Order workgroup and primary coordinator of BOEM participation in program-related intra and interagency workgroups.
6. Serves as a key advisor, coordinator, and reporter of BOEM outreach and engagement activities and strategic partnerships that support BOEM's EEO and diversity and inclusion goals.
7. Applies EEO laws, rules, regulations and policies enforced by the Equal Employment Opportunity Commission, to include, but not limited to: Title VII of the Civil Rights Act of 1964, Equal Pay Act, Age Discrimination in Employment Act, Pregnant Workers Fairness Act, the Rehabilitation Act, 29 Code of Federal Regulations 1614, and Management Directives 110 and 715.

The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework a certain number of days each pay period.

First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.

Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1) Experience interpreting and applying EEO laws within an EEO program such as the Equal Pay Act of 1963, Title VI and VII of the Civil Rights Act of 1964, Rehabilitation Act of 1973, Genetic Information Non-Discrimination Act of 2008 and the Age Discrimination in Employment Act of 1967 regulations and the Pregnant Workers Fairness Act of 2022.
2) Experience assisting with developing and conducting EEO and diversity and inclusion training.
3) Experience assisting with management and reporting of EEO data.

MUST MEET ALL THREE STATEMENTS.

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Experience interpreting and applying EEO laws within an EEO program such as the Equal Pay Act of 1963, Title VI and VII of the Civil Rights Act of 1964, Rehabilitation Act of 1973, Genetic Information Non-Discrimination Act of 2008 and the Age Discrimination in Employment Act of 1967 regulations and the Pregnant Workers Fairness Act of 2022.
2) Experience acting as a technical authority in assessing EEO diversity and inclusion training needs and developing or conducting training that supports assessment findings.
3) Experience collecting, managing, analyzing and reporting on various EEO data.
4) Experience initiating, leading, and managing EEO and diversity programs or projects.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior.
