Help

The Director, Procurement Strategic Operations Divisionis responsible for:

  • The staffing and approval of key acquisition documents and decision memoranda associated with the planning and execution of agency programs and initiatives; and closely coordinating with other organizational elements internal and external to the Agency.
  • Operating and maintaining systems of selection, review, and approval of key acquisition documents and meetings to establish acquisition strategy. This includes acquisition plans, Requests for Proposals, Justifications for Other Than Full and Open Competition, and Contractual Instruments.
  • Acting as the principal conduit of information between NASA Program Offices and the Office of Procurement. This includes supporting procurement needs of NASA Program Offices in meeting agency mission objectives consistent with agency policies, rules, and regulations as well as in conformance with sound business practices.
  • Managing and coordinating the Source Evaluation Board and source selection activities for major program selections made at Headquarters. Staffing all requests from NASA field installations for deviations to the Federal Acquisition Regulation (FAR), the NASA FAR supplement, and all Determinations and Findings requiring approval at the Headquarters level.
  • Developing, delegating, and implementing functional responsibilities; participating on a number of senior management steering groups; overseeing many Office of Management and Budget initiatives; and assisting/advising the Agency Competition Advocate.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

EXECUTIVE CORE QUALIFICATIONS:

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience in developing acquisition strategies for a complex procurement portfolio in collaboration with the highest levels of acquisition leadership across a large, functionally diverse enterprise. This includes experience in leading and managing complex multi-billion acquisitions.

MTQ 2- Demonstrated experience in directing and leading procurement operations (e.g., Head of Contracting Activity), managing acquisition personnel, and providing strategic enterprise leadership. This includes experience in the planning and execution of agency procurement programs, innovations, and initiatives; and closely coordinating with internal/external stakeholders.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Acquisition Certification: To be eligible for this position, your resume MUST state whether you currently or previously had a Federal Acquisition Certification. Applicants must possess or be able to fulfill the requirements for the Federal Acquisition Certification-Contracting (FAC-C) Level 3 or Department of Defense Acquisition Workforce Improvement act (DAWIA) Level 3 certification.
