About the Position: The primary purpose of this position is to serve as the principal FORSCOM Congressional Relations Officer and subject matter expert in the Commander's Initiatives Group reporting to the Director or Deputy Director Oversees legislative affairs for the Army Command, to include providing legislative and associated staff support to the FORSCOM Commanding General and other Command principal officials.

Duties

Help
  • Serve as the Command's Congressional and Legislative Liaison program manager.
  • Serve as the focal point for all matters, which may or have become the subject of Congressional interest, inquiry, or investigation.
  • Explain, justify, and discuss legislative and other topics with interest to the Army and Forces Command.
  • Undertake actions that carry consequences to FORSCOM and Army plans and programs based on Congressional importance and the issues at stake.
  • Develop and implement means to provide exposure to Congressional liaison activities to broaden knowledge and understanding of command personnel.
  • Evaluate the content of new or modified legislation to determine its impact on the command’s programs and resources.
  • Assess Congressional actions, report conclusions, and make recommendations.
  • Inform command senior officials on developments following Congressional engagements at command installations.
  • Furnish guidance on procedures and assistance to Committee Members, individual members of Congress, and their staffs for proper disposition of inquiries.
  • Represent the command in matters with Congressional interest at all Army, Defense, and Joint Staff legislative liaison engagements.
  • Distinguish and comprehensively articulates relationships between National Security and National Defense level strategies to command missions, functions, and delegated responsibilities.
  • Provide guidance to, and coordinate training for unit Congressional Affairs Contact Officers.
  • Plan, organize, and direct team study work; and leverages outcomes to masterly negotiate with command senior leaders to accept and implement recommendations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a drug testing designated position. In accordance with AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the employee must successfully pass a urinalysis screening prior to the appointment and periodically thereafter.
  • Incumbent must be able to obtain and maintain a valid Top Secret security clearance.
  • This position requires the employee to travel away from the normal duty station on a frequent basis up to approximately 25%.
  • Incumbent must be able to obtain and maintain certifications for the Congressional Operations Seminar course, Executive-Legislative Branch relations course and Advanced Legislative Process course within 6 months of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) developing, updating, and implementing a comprehensive Congressional engagement plan; 2) advising on the management of congressional issues; 3) interfacing with and advising senior leaders/policymakers on matters relating to an agency's mission and strategic plan; 4) managing preparations for and follow-ups to congressional hearings and/or briefings; 5) communicating complex and/or sensitive information clearly and concisely, both orally and in writing.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education
