Help
  • Serves as an expert consultant to advise on a range of operational and/or complex strategic Human Capital issues. Works to eliminate inefficient and redundant processes and to optimize the use of organizational assets.
  • Applies expert knowledge of HR practices, laws, regulations, policies, and precedents and analytical methods to identify, evaluate, and recommend appropriate HR solutions.
  • Collaborates with senior leadership in support of the strategic plan, mission, and vision. Ensures organizational values are communicated and integrated into functional area strategies, goals, objectives, and work; communicates milestones.
  • Develops operating policy, procedures, and guidance for major, complex, interrelated support services program areas which require consideration of the impact of changes made in one program on other support services and program areas.
  • Reviews potential policy changes within the Agency to determine their effect on existing policies and functional processes and makes recommendations on changes as well as continuous improvement.
  • Manages Agency HR Services by employing change management, including strategic planning and workforce development initiatives, assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives.
  • Integrates and collaborates with other service areas to ensure service and products meet clients' needs and expectations.
  • Develops and delivers briefings, project papers, status/staff reports, and correspondence to peers, supervisors, and managers to foster understanding and acceptance of findings and recommendations.
  • Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Champion NASA's commitment to Diversity, Equity, Inclusion and Accessibility to create an environment that promotes a commitment to safety, integrity, and teamwork.
  • Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level

  • Formulating objectives and recommendations governing human resources functions to meet current and/or long-range human resources management goals
  • Developing plans, processes, and performance measures to track outcomes as it relates to delivering human capital strategy, operations, and analysis for a human resources functional area
  • Providing authoritative advisory services on human resources operations, strategy, and human resources initiatives related to staffing or classification functional areas
  • Leading or managing an HR team, function or project while fostering engagement, teamwork, inclusion, and innovation
