Summary

You will serve as a technical advisor to implement the agency’s civil rights program in the Oklahoma Division. You will be responsible for administering the civil rights programs required by the Federal-aid highway program in the State and serve as a consultant in providing technical  assistance. In addition, you will be responsible for all civil rights matters associated with managing and operating the surface transportation system in the State.

Help

As an Equal Opportunity Specialist, you will:

  • Monitor, review, and evaluate the State Transportation Agency (STA) and sub-recipients’ nondiscrimination program management and equal opportunity practices for compliance.
  • Assist with providing the proper interpretation and implementation and oversight of civil rights requirements and procedures applicable to the development and implementation of the STA and its sub-recipients'
    programs and services by using effective tools such as Office of Civil Rights' directives, orders, guidance statistical data analyses, and reports.
  • Assist with the review and approval of (or recommends corrective actions for) project and program documents and plans, including but not limited to, Disadvantaged Business Enterprises (DBE), Title VI and
    Nondiscrimination, State Internal Equal Employment Opportunity, Section 504 of the Rehabilitation Act/Americans with Disabilities Act, and Equal Employment Opportunity (EEO) contractor Compliance/ On-The-Job Training (OJT).
  • Assess the effectiveness and acceptability of STA management controls, channels of communication, operating policies, and program oversight activities to ensure compliance and identify/address risks and opportunities.
  • Use enforcement strategies such as conciliation, mediation, negotiation, or written documentation of deficiencies to achieve compliance.

The ideal candidate for this position is a professional with experience providing technical assistance and policy guidance, demonstrating the capacity to serve as an expert on matters pertaining to the application of civil rights laws, principles, and practices governing the administration of major programs, grants, and contracts; analyzing and investigating alleged acts of unlawful discrimination; reviewing, evaluating, and enforcing equal opportunity compliance by Government contractors and other recipients of public funds; and will possess related experience such as resolving complaints or providing guidance to internal and external customers on how to resolve matters voluntarily. The candidate also has skills in establishing and maintaining effective relationships to promote awareness of Equal Opportunity programs, agency policies, goals, and objectives.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials. You are required to report to the office on a regular basis since this is not a full-time telework position, or approved as a remote work position.

Qualifications

To determine which grade(s) you may be eligible for, review the following grade specific details.  You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume.  

For the GS-11:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade levelwhich included:

  • Experience researching and analyzing data from civil rights/equal opportunity programs and services for compliance, such as identifying operational problems, preparing reports, and/or recommending corrective actions.

Or on Education, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree.

You can also have a combination of related graduate education and experience.  This must be fully supported by your resume and transcripts, provided with your application.

For the GS-12:

On Experience, you must have at least one year of experience, equal or equivalent to the GS-11 grade levelwhich included both of the following:

  • Experience conducting and reporting on civil rights/equal opportunity investigations; OR monitoring and reporting on civil rights/equal opportunity activities to ensure program, project, contract, or grant compliance; AND
  • Experience reviewing and approving (or recommending corrective actions to) project and program documents and plans, such as those associated with Disadvantaged Business Enterprises (DBE), Title VI and Nondiscrimination, State Internal Equal Employment Opportunity, Section 504 of the Rehabilitation Act/Americans with Disabilities Act, and/or Equal Employment Opportunity (EEO) Contractor Compliance/ On-The-Job Training (OJT).

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1.
