  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Provides financial management support to the establishment of program objectives, and responsible for the application of financial management techniques in the accomplishment of those objectives.
  • Identifies trends and take action to ensure adequate funds for program coverage, prepare allocations and operating budgets and execute funds.
  • Forecasts shortfalls and actions necessary to accommodate changes; prepares special analyses of fund expenditures as necessary.
  • Evaluates the effect of cost and program changes on the budget execution process; reviews and coordinates accounting records, allocations and operating budgets.
  • Monitors, tracks, and reports on funds obligations and costs, assuring that funding data is entered into agency financial system correctly and conducts annual year-end closing activities and reconciliation with accounting records.
  • Prepares budget estimates for major substantive or administrative internal operating programs; reviews funding and spending data to develop cost information reflecting operating expense trends.
  • Prepares annual budget formulation documents in final form and ensures that all reconciliations are made as to workload data, accuracy, distribution of programs, etc.
  • Analyzes and develops cost data for operating programs utilizing a variety of sources; conducts cost studies for a variety of decision-making processes involving program planning, procurement, contracting, budgetary actions and financial resources.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.


To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level

  • Assisting in preparing budget estimates for an operating program;
  • Assisting in the processing of financial transactions and preparation of financial reports (using automated tools such as SAP); and
  • Assisting in the performance of various financial functions in compliance with guidance and regulations.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL. B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level
  • Preparing budget estimates for an operating program;
  • Assisting in cost information reviews and processing financial transactions (using automated tools such as SAP); and
  • Assisting in the development of financial or resource assessments while executing solutions to financial or resource issue.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level
  • Preparing budget estimates and annual budget formulation documents for major internal operating programs;
  • Developing cost information for a broad operating program; and
  • Analyzing fund expenditures and status reports and consolidating financial data for reporting purposes.
