Duties

Help

-Serves as the expert consultant with specialized knowledge of all types of engineering computerized data systems
-Independently plans the methods to portray and prepares multi-disciplinary engineering drawings involving original and complex designs
-Stores, catalogs, maintains, and updates as-built drawings.
-Attends formal design review meetings on projects to ensure adequate data is provided to accomplish a complete engineering drawing package
-Performs surveying work as chief-of-party on simple construction or surveys of third or fourth order of accuracy and of limited scope and complexity.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions and Engineering Technical Series 0802 (opm.gov)

INDIVIDUAL OCCUPATIONAL REQUIREMENT: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the:

  • methods and techniques of engineering or architecture; and
  • construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of, and skill in applying, standardized rules or operations for multi-disciplinary projects involving specialized or complicated procedures requiring substantial training or experience in methods and practices of drafting techniques sufficient to produce engineering drawings involving original, novel, and/or complex designs. Knowledge and experience is required to exercise judgment to interpret drawings, plans and specifications and take action or make recommendations based on preliminary data interpretation or analysis. Considerable time is spent searching for information and in discussions with the designer to understand the design concept, to obtain information needed to make the drawings, and ensure appropriate interaction between components

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. General knowledge of engineering policies, theories, principals and concepts and familiarity with other engineering disciplines to carry out conventional drafting assignments.
1. Knowledge of symbols, terminology, and accepted standards used in engineering drawings; and the equipment, facilities, and systems of civil, mechanical, electrical, and architectural engineering disciplines using architectural/graphic design software to accomplish unusually difficult drafting assignments.
2. Knowledge of surveying methods, equipment, and techniques in the measurement or determination of distances, elevations, areas, angles, land boundaries, and other features of the earth's surface.
3. Skill in maintaining and operating reproduction machines.
4. Ability to interpret technical drawings developed in accordance with accepted engineering, contractor and USAF standards. Proficient in the use of CADDS for the purpose of developing models and designs.
5. Ability to make mathematical computations using standardized tables and formulas.
6. Ability to communicate effectively both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
