The position serves as the Administrative Specialist in the Global Legal Collection Directorate (GLCD), Law Library (LL) within the Library Collections and Services Group (LCSG) at the Library of Congress (LOC). The position reports directly to the Assistant Law Librarian for Collections. Incumbent provides full administrative support for GLCD staff.
The incumbent carries out programmatic and administrative responsibilities and prioritizes and plans project activities and uses in-depth knowledge of and skills in research and presentation techniques, interacting with high-level contacts, personnel management; micropurchasing; office equipment and procurement procedures; records management; time and attendance; staff training and development programs and requirements; program evaluation and other related activities.
The incumbent works with the Law Library operations offices to assure that central administrative support is provided to GLCD as needed, that effective communications are maintained, and that problems are resolved expeditiously as they arise. The GLCD Administrative Specialist recommends policies and procedures as needed to improve management effectiveness and efficiency.
With the supervisor's assistance, performs and monitors administrative management requirements for the Directorate, including numerous sections. Applies administrative policies and procedures, maintaining various systems such as Momentum, Performance Management Repository (PMR), USA Performance, eManagement, EmpowHR, WebTA, Serena and E2 to handle financial transactions, leave, personnel, travel, training, and other staff requirements.
Drafts correspondence, recommendations, reports, and memoranda related to management and administrative issues. Receives and reviews all incoming correspondence. Coordinates information and responses with appropriate staff and offices to assure consistency and conformance with program policies and viewpoints. Writes correspondence, memoranda, or other documents relevant to programmatic activities.
Provides advice and guidance to managers and employees on administrative issues, questions and situations. Determines pertinent issues and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques. Serves as the directorate liaison with Financial Management Directorate (FMD) and the Employee.
Assists with the strategic and directional development of the Directorate. Assist in developing and monitoring annual work plans and associated deliverables and results/outputs. Incumbent develops new, better or different ideas, methods, solutions or initiatives that result in improvement of Law Library’s products and services to all categories of users. Interacts with a wide variety of internal and external stakeholders handling issues with tact and discretion.
Conducts research and provides information as needed. Plans and develops new methods for coordinating the programmatic work of a complex organization with disparate organizational segments requiring complicated administrative controls to accomplish the work of the organization. Schedules meetings and makes arrangements such as preparing agendas, notifying participants, and arranging briefings and similar matters. Develops background information and composes drafts of introduction and speeches to be presented at various meetings by managers.
Prepares, reviews, and receives all correspondence for the supervisor. Screens publications, directives, and periodicals, bringing items of significance to the supervisor's attention. Answers mail that can be handled personally, and navigates the subordinate levels of organizational hierarchy to determine the appropriate staff members to handle technical matters to respond to inquiries from telephone callers and personal visitors, following up to ensure a timely and thorough response.
Assists with routine communications, reviews outgoing correspondence for clarity, consistency, completeness, and compliance to organizational policy. Discusses unsatisfactory correspondence directly with the originator and arranges for rewriting. Contacts top-level officials to develop information and assemble data not readily available for use by the supervisor in replying to correspondence. Develops materials for the supervisor's use in public speaking engagements, compiles information packages, and drafts scripts for events and presentations.
Assists with organization of sensitive resources and ensures that they are stored in appropriate locations. Facilitates the GLCD’s participation in the annual records review and cleanup (ARRC).
Provides guidance to GLCD staff on records management program implementation and compliance with the Federal Records Act and applicable Library of Congress Regulations and Directives. Sets up and maintains systems to control purchasing and use of supplies. Assures that all budget deadlines for ordering are adhered to.
