Duties

Help

Serves as a senior advisor within the Integration and Policy Office in the CHIPS R&D organization. As senior advisor the applicant will:
- Builds and leads a team responsible for facilitating regular policy development and facilitates research and technology handoffs between the CHIPS Research and Development Office (CRDO) and other Federal Organizations.
- Leads negotiation of memoranda of understanding, memoranda of agreement, and other partnership models with other Federal agencies and departments.
- Coordinates semiconductor R&D-relevant outreach campaigns as well as information and infrastructure sharing agreements among domestic Federal, state, local, and tribal partners, as well as academic institutions, potentially to include leading regional and national CRDO events and summits.
- Functions as a senior advisor to CHIPS R&D on interagency coordination and collaboration, to include supporting interactions with the Subcommittee on Microelectronics Leadership (SML).
- Tracks, provides input to, and informs CRDO leadership on current or developing U.S. Federal government policies, Executive Orders, strategies, and missions with the potential to impact the operation and success of CRDO research initiatives
- Convene stakeholders inside and outside the CHIPS R&D program, including academia, non-profits, industry associations, and small businesses to advance the CHIPS R&D Office strategy.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST) in the federal service. Specialized experience is defined as experience serving as an expert on a full range of complex Interagency policy issues related to administrative and operational activities to include the following:
- Experience working to coordinate Federal interagency policy development and coordination, such as vision and strategy development, joint budgeting or financial reporting, and negotiation of interagency agreements, particularly as relevant to research and development
- Ability to manage interagency engagements, including with other federal agencies, and state and local governments.
- Knowledge in one or more national and economic security areas relative to the semiconductor industry which may be demonstrated through experience with semiconductor innovation, technology, supply chains, and other areas relevant to the goals of the 2022 CHIPS and Science Act.
