  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Provides oversight and manages engineering program/project planning for the development and operation of multi-million/multi-billion dollar spacecraft, instruments, data/ground systems, including technology development activities.
  • Monitors and reports on execution of processes and plans, including consideration of analysis, forecasting, and integration, such as earned value management and risk management, related to space flight and ground system development programs.
  • Provides overall technical advice and consultation on variables and situations affecting planning, integration, coordination, resource allocation and critical management problems associated with flight programs and projects.
  • Performs management planning duties such as concept development, master integration planning, and programming design for programs or projects taking into account technical and programmatic feasibility and agency/partner strategic goals/objectives.
  • Provides technical insight into the development and management of policies, procedures, and operational schedules associated with program and flight projects.
  • Collaborates within HQ, field centers, all levels of management, commercial industry reps, and partner organizations to ensure the successful development, integration and test, launch, and commissioning of spaceflight missions and ground systems.
  • Interacts with senior management to formulate and document agreements and plans for institutional support of flight and data/ground systems activities.
  • Analyzes, coordinates, and integrates a number of complex program elements into activities that represent a program-level position.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Providing technical guidance in long-range project planning, that may include, developing metrics, analyzing budgets and schedules, and executing the processes for overall scientific or technology development activities;
  • Providing guidance and contributing to project lifecycle milestones and/or participating on reviews;
  • Participating in the development of program concepts, integration plans, and program design for programs and projects aligned with strategic goals and objectives OR participating in the development, integration, testing, launching and/or commissioning of spaceflight instruments, missions, or data/ground systems

To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
  • Providing technical guidance and leadership in developing and managing policies and procedures, strategic objectives, and/or operational schedules, that may include: developing and managing long-range project planning, establishing metrics, analyzing budgets and schedules, and executing the processes for overall scientific or technology development activities;
  • Managing and overseeing project lifecycle milestones, making decisions and providing evaluations of project reviews;
  • Integrating and/or coordinating concepts, master integration plans, and program design for programs and projects aligned with strategic goals and objectives; OR leading the development, integration, testing, launch and/or commissioning of spaceflight components, instruments, missions or data/ground systems.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:

a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
