Help
  • Provide guidance to grant recipients and interested parties on program procedures and requirements for submitting applications.
  • Monitor industry economic and financial trends to make evaluations and recommendations to management regarding the impact of such trends on Rural Energy for America Program (REAP) grantees.
  • Assist with the completion of Statewide grant program evaluations to ensure the programs are effectively implemented to ensure consistency with National and State grant program policies.
  • Provide advice, exchange information, make complex financial arrangements, resolve problems, and coordinate outreach efforts.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

GS-9 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates experience assisting in the coordination of funding actions that begin the grant agreement process. Experience providing with the administration of the grants portfolio and assisting with activities related to monitoring grants. OR Master's or degree OR 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, if related OR a combination of education as described and specialized experience.

GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates experience reviewing grant applications for accuracy to ensure compliance with procedural and regulatory guidelines. Experience assisting with completion of grant program evaluations to ensure the programs effectively carried out and consistent with National or State policy and procedures. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience.

This is a Bargaining Unit position under AFSCME District 26/ AFSCME Local 3870 Bargaining Unit 1987 and is therefore eligible for labor organization representation.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
