This position is located in the Office of Inspector General, Principal Assistant Inspector General for Auditing and Evaluation, Assistant Inspector General for Financial Audits.  The office of Financial Audits is responsible for overseeing OIG’s Single Audit program and auditing Department-wide financial operations.

The incumbent of this position serves as an auditor on an audit team and performs the following:

  • Conduct Single Audit Quality Control Reviews on financial statement and compliance audit reports, submitted to the Federal Audit Clearinghouse.
  • Interpret auditing standards and the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) and determine if conclusions reached in financial statement and compliance audit reports are supported by work performed. Prepare written reports summarizing results and or noncompliance.
  • Perform an objective and systematic examination of records, management reports, management controls, policies, and practices affecting or reflecting the operating results of programs.
  • Identify appropriate sources for gathering data. Sources may include: previous reports, financial and accounting records, written policy and financial procedural guides, legislative history and other documents and records from the organization or program being audited/reviewed.
  • Conduct phases of an audit in accordance with generally accepted Government auditing standards.
  • Study and evaluate existing systems of internal control to determine the level of system reliability; determine audit procedures required to attain audit objectives in view of the level of system reliability; and, obtain sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion regarding the program under examination.
  • Determine the effectiveness of organizations, programs and activities, and examine whether an entity complied with all applicable laws and regulations.
  • Research pertinent laws, Uniform Guidance, auditing guidance, legislative history, regulations, internal controls, and management controls to ascertain the purpose, scope, and objectives of the assigned program or function; the manner in which the program or function(s) is conducted; and the nature and extent of management authority and responsibility for the program or function.
  • Lead entrance and exit conferences with certified public accounting (CPA) firms/state auditors and other officials of the activity under review to present findings and recommendations as appropriate.
  • Conduct interviews with CPA firms/state auditors, employees, managers, and others involved with the program or activity to discuss standard operating procedures, identify issues, and clarify or elaborate upon the written record.
  • Conduct follow-up inquiries to evaluate the adequacy of corrective actions taken on prior audit findings.
  • Evaluate single audit findings and create a draft report summarizing findings deemed significant.
  • Assist in the preparation of Congressional testimony. The assistance includes research and assembly of supporting documentation and preparing the witness for questions from Congressional Members.
  • Lead and or train a team of auditors.

Qualifications

To meet the minimum qualifications for this position, you must meet the BASIC REQUIREMENT for the series, provide a copy of transcripts for verification, AND meet the SPECIALIZED EXPERIENCE and/or EDUCATION qualifications for the grade(s) at which you are requesting consideration.

Basic Requirements for Financial Auditors and Attestation Auditors

  1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

  1. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

AND

SPECIALIZED EXPERIENCE

GS-12: To qualify, you must have at least one year of specialized experience equal or equivalent to the GS-11 grade level in the federal service with the following:

Experience working as an audit team member ensuring overall projects are accomplished within Generally Accepted Auditing Standards (GAAS) and other established guidelines and timelines; experience independently researching and planning audit engagements; experience collecting and independently analyzing data, documenting findings, and making recommendations; experience independently conducting interviews, briefings, exit conferences, and other oral communication in order to acquire or exchange information or facts needed to complete audit assignments or influence acceptance of audit findings; experience preparing and/or contributing to written reports, and consistently preparing working papers/summaries, and other documents in order to appropriately document findings and results.

GS-13: To qualify, you must have at least one year of specialized experience equal or equivalent to the GS-12 grade level in the federal service with the following:

Experience working as an audit team member or leader ensuring overall projects are accomplished within Generally Accepted Auditing  Standards (GAAS) and other established guidelines and timelines; independently researching and planning audit engagements; collecting and independently analyzing data, documenting findings, and making recommendations; independently conducting interviews, briefings, exit conferences, and other oral communication in order to acquire or exchange information or facts needed to complete audit assignments or influence acceptance of audit findings; preparing and/or contributing to written reports, and consistently preparing working papers/summaries, and other documents in order to appropriately document findings and results.

*Certified Public Accountant (CPA) certification preferred*

OIG carries out its mission by issuing audit reports, evaluations, management advisories, and other products with findings and recommendations to improve program delivery and performance.
