This position is housed in the Interpretation, Education and Community Engagement Division of Organ Pipe Cactus National Monument and reports to the division manager. This position will lead the park's digital interpretation program creating exciting, cutting-edge, audience-centered content that is fun, engaging, thought-provoking and accessible, enticing new and emerging audiences to everything Organ Pipe Cactus National Monument has to offer. The incumbent is collaborative, team oriented, mission-centric, and excited by the opportunities digital mediums offer in expanding the reach of NPS sites and Organ Pipe Cactus National Monument. This position will work closely with area schools to create virtual as well as onsite, curriculum-based educational programs that are learner-centered, engaging and respond to the needs of area educators. The position serves on a team that includes the division manager, fee program lead, visitor center and interpretation program lead as well as seasonal rangers, interns and volunteers.

Duties will be developmental in nature when filled below the full performance level.

Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 1 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-01/05/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience may have been in technical, administrative, or scientific work, fish and wildlife management, recreation management, law enforcement, or other park-related work. Your resume must include hours per week worked. Examples of qualifying specialized experience may include environmental educator or teacher; interpretive work involving developing and delivering interpretive programs using basic and more advanced interpretive techniques; work that involves mentoring others in the development and execution of basic interpretative skills; work that involves interpretive writing and layout design for publication online, in print or for social media; management, assistant, or program specialist work involving the development and/or implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. You must include hours per week worked.

EDUCATION: Successful completion of at least one (1) full year of graduate level education in one of the following fields: natural resource management, natural sciences, marine biology/sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, wetlands ecology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. (One year of graduate education is 18 semester hours or 27 quarter hours). The education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. You must include transcripts.

SUPERIOR ACADEMIC ACHIEVEMENT (S.A.A): meet at least one of the three requirements listed below for Superior Academic Achievement - Successful completion of all the requirements for a bachelor's degree (must be in a course of study that directly reflects the job-related knowledge, skills, abilities competencies necessary to satisfy the minimum qualifications and perform the duties of the position) with Superior Academic Achievement: 1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR, 2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR, 3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies: https://www.achshonor.org/. For example, 6 months of experience as described above (50% of experience) plus 9 semester hours (or 14 quarter hours) of directly related graduate education (50% of education), would equal 100% to meet this requirement. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience could include activities such as: Park Ranger; interpretive work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. This work must include experience that includes coordinating, managing, or directing interpretive programs; developing long range interpretive program plans; developing and training others on educational programs; managing interpretive staff or other similar work. EDUCATION: Successful completion of at least a masters or equivalent degree, 2 full years of progressively higher-level graduate education leading to such a degree, or a LL.B or J.D. related to the work of this position. Examples of qualifying education include natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, social sciences, or other closely related subjects pertinent to the management and protection of natural and cultural resources. (Two years of graduate education is 36 semester hours or 54 quarter hours). You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, six (6) months of specialized experience as described above (50% of experience) plus 27 semester or 41 quarter hours of directly related graduate education as described above would equal 100% to meet this requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Education

The work done by park ranger-interpreters through effective interpretive and educational programs encourages the development of a personal stewardship ethic and broadens public support for preserving and protecting park resources, so that they may be enjoyed by present and future generations.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The work requires some physical exertion and can involve extensive periods of standing and walking, in some cases over rough surfaces or inclines outdoors or in caves, and carrying backpacks, tools, rescue equipment, or other loads. Some employees may engage in firefighting, search and rescue, and other strenuous activities; these employees may be required to lift or carry equipment weighing more than 50 pounds over long distances. Employees who participate in all-risk operations will be required to meet fitness requirements on a continuing basis.

Working Conditions: The work can include moderate risks or discomforts that require safety precautions (e.g., exposure to extreme temperatures, climates, rough terrain, wild animals; pests, and/or insects).
