Summary

Serves as a Facilities Operations Specialist managing and overseeing the OE program for a geographical zone. The position is focused on propagating best practices in facility management through collaboration with project teams.

This position is located in General Services Administration, Public Buildings Service, Office of Facilities Management, Facility Innovation & Technology Division.

We are currently filling four vacancy, but additional vacancies may be filled as needed.

Duties

Help

  • Responsible for tracking Operational Excellence (OE) program performance and engagements; advocating for and disseminating awareness of current facility management best practices; identifying and coordination of OE program project leads; and, for representing facilities management perspective and expertise to identify and address high-risk items or issues with the potential to disrupt tenant services, financial exposure, or exceptional sensitivity and/or high profile clients during the project lifecycle.
  • Serves as a Project Consultant and facilitates activities to ensure the completion and success of major projects and initiatives. Acts as technical advisor that monitors overall regional building technical operations activity, responds to inquiries from field locations pertaining to problems in building operations, maintenance management or quality assurance. Represents interests of PBS on design teams for capital and repair and alterations work. Serves as an Operational Excellence specialist and performs and/or coordinates with facilities management staff to engage during the span of the project lifecycle from planning, authorization, funding, procurement, design documents, construction documents, construction, turnover, commissioning, to operations/ post occupancy evaluation (POE).
  • Develops, coordinates, and administers training programs for regional and national staff. Develop and deliver training on technology advances into new building construction, renovations, and repairs. Provide and facilitate training on placing high-tech building systems into service with which building management personnel and O&M staff are not sufficiently familiar.
  • Participates in Project Meetings and Site Visit. Ensures facility operations, maintenance, and management concerns are represented in the project lifecycle. Reviews Documentation and Complete & Share OE Checklists - Provides feedback to project designers from a facility operations and maintenance perspective to avoid or minimize negative impacts to building performance and operating costs.

The GS-13 salary range starts at $98,496 per year. 

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Specialized experience is applying building operations and maintenance concepts, principles, and practices in managing facilities.  Experience must demonstrate reviewing project specifications, collaborating with project teams, and analyzing deliverables for compliance on a variety of facility management topics.  This experience may include:

  • Providing quality assurance oversight on the delivery of a wide variety of initiatives, products and/or services;
  • Monitoring issues and performance of building systems and/or equipment to provide guidance and recommendations for corrective actions to improve operational efficiency and effectiveness of buildings;
  • Coordinating and responding to specifications reviews for new construction and/or major renovation projects in support of facility management programs;
  • Analyzing data on facility management topics to develop short and long-range goals for a program of projects or buildings with recent improvements or investments; and
  • Estimating project cost factors and trade-offs, on material and labor costs, for a variety of construction or maintenance projects.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of operating capabilities, maintenance requirements of facilities, physical plants, and equipment. Ability to analyze and reconcile inconsistent policy, regulations, procedures, and requirements with program objectives and provide creative solutions to complex problems.
  2. Knowledge of building operations and maintenance concepts, principles, and practices required to serve as a regional technical specialist, providing in-depth advice and direction for a broad range of operational issues. Excellent interpersonal skills relations and in written and oral communications required to explain, justify and negotiate requirements and/or implementation of operational excellence program initiative.
  3. Ability to provide expertise in developing project specifications and design criteria for projects that have an impact on long term building operations and maintenance. Ability to present findings and conduct formal meetings in a concise and professional manner in order to prepare and present information to various audiences.
  4. Knowledge of related electrical and mechanical concepts and skills necessary to conduct technical evaluations and make determinations about mechanical systems, energy and utility systems and diverse facility operations and maintenance matters that have broad impact.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
