The Department of Health and Human Services (HHS) is looking for dynamic and energetic leaders to join the Senior Executive Service (SES) - a talented team of men and women charged with leading the continuing transformation of our government.

This position is SES, an elite group of senior government leaders who possess a diverse portfolio of experience and expertise required to lead across organizations. This cadre of dedicated executives is charged with providing strategic leadership and upholding a commitment to public service that transcends loyalty to a specific agency mission or individual profession. As an SES member, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

As Director, Digital Services Offices, you will:

  • report directly to CDC's Chief Information Officer (CIO) with responsibility to provide cutting-edge digital services to CDC, including but not limited to, product and platform management, agile application development, robust enterprise cloud services, advanced data analytics, and visualization capabilities;
  • establish a vision, strategy, and operational plan that will drive the ongoing modernization of IT and digital services that support CDC staff and partners to achieve the public health mission;
  • maintain and enhance a robust, secure, and reliable network infrastructure to meet the technology needs of CDC now and in the future supporting public health data and IT modernization efforts;
  • manage the planning, direction, and execution of a $100+ million dollar budget through people and contracts that optimize delivery and increase the collective responsiveness of digital services at enterprise scale;
  • provide recommendations for future directions to the CIO or Deputy CIO on relevant industry trends and federal guidance and offer solutions that emphasize customer-centered, outcomes-focused digital services;
  • direct the processes to create an organization focused on continuous improvement to incorporate user feedback, best practices within the industry, changing agency needs, and emerging technologies in the marketplace;
  • manage the CDC-wide IT infrastructure continuity of operations and disaster recovery capabilities ensuring integrity, availability, security, and recoverability of critical data and systems.

Qualifications

All competitive candidates for SES positions with the federal government must demonstrate leadership experience indicative of senior executive level management capability. This executive experience includes serving in a managerial capacity to a large and diverse organization with responsibility for promoting economy, efficiency, and effectiveness in the administration of programs and operations. To meet the qualification requirements for this position, you must show in your resume that you possess the six Fundamental Competencies, the five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs) listed below. Your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results.

SPECIALIZED EXPERIENCE REQUIREMENT
Applicants must have at least one year of specialized experience directly related to this position that provided candidates with the particular knowledge, skills, and abilities to successfully perform the duties of the position to include senior-level managerial and leadership experience with providing supervisory oversight to a large and diverse workforce responsible for promoting economy, efficiency, and effectiveness in the administration of a digital services organization that includes IT and data infrastructure, cloud ecosystems, enterprise business applications and platforms, and product portfolios.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs)
This position also requires applicants to have PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume. A narrative response is not required separately for the ECQs, PTQs, and characteristics but your resume should contain sufficient information to demonstrate your level of experience and qualifications related to the position.

1. Senior-level experience leading a large, diverse workforce delivering complex technology products and services utilizing customer experience strategies, resource management, and performance outcomes.

2. Senior-level experience leading enterprise functions for a 100+ million dollar digital services portfolio of multiple products, projects, systems, and acquisitions.

3. Knowledge of regulations, policies, and standards to ensure compliance for information, data, security, and systems in digital services environment.

DESIRABLE QUALIFICATION
Education, certifications, and professional recognition related to the IT/digital services field.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Salary for SES positions varies depending on qualifications. The annual salary range is at the beginning of this announcement. This position might be eligible for performance bonuses and performance-based pay adjustments.

STANDARDS OF CONDUCT/FINANCIAL DISCLOSURE

Security and Background Requirements
