Summary

As an Energy Program Specialist, you will be responsible for developing, adapting, implementing and managing Measurement, Verification, and Performance (MVP) assurance activities for a national portfolio of projects.

Location of position: General Services Administration (GSA), Public Buildings Service (PBS). This is a remote position.

We are currently filling four vacancies, but additional vacancies may be filled as needed.

Duties

Help

  • Serve as Contracting Officer’s Representative (COR) on multiple Energy Savings Performance Contracts (ESPCs), Utility Energy Services Contracts (UESCs) to develop and propose improvements to Measurement, Verification, and Performance (MVP) plans including recurring annual or more frequent MVP activities.
  • Analyze and evaluate a variety of concepts, methods, and technologies to implement future energy and water efficiency projects in federal facilities.
  • Gather and analyze data by work sampling, work measurement, life cycle cost analysis, comparative analysis on a rolling year basis, and by other statistical methods.
  • Oversee activities performed using Department of Energy (DOE) Federal Energy Management Program (FEMP) guides and GSA policy documents.
  • Coordinate and participate in evaluations and inspections to validate performance and energy savings such as Energy Conservation Measure (ECM) and Water Conservation Measure (WCM) commissioning of measurement activities.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.   • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).

  • May be required to participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS-13 salary range starts at $98,496 per year based on 2023 pay tables; selectees' pay will utilize 2024 pay tables. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is: Experience performing at least 2 of the 3 following functions: (1) reviewing, analyzing, or witnessing Measurement & Verification (M&V) activities and reports for accuracy of verified savings of Energy and Water Conservation Measures in compliance with Department of Energy (DOE) Federal Energy Management Program (FEMP) and local policies; (2) collaborating with Energy Service Companies (ESCOs) to develop Measurement, Verification, and Performance (MVP) strategies for an energy program; (3) performing measurement and verification (M&V) or performance assurance for Energy Savings Performance Contracts (ESPCs), Utility Energy Services Contracts (UESCs), and related non-financed projects.

Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA's. The Quality Ranking Factor for this position is the possession of at least one of the following energy management certifications: Certified Energy Manager (CEM) or Certified Measurement & Verification Professional (CVMP) through the Association of Energy Engineers, or Energy Management Professional (EMP) through the Energy Management Association. (You must provide a copy of your certificate.)

Education may not be substituted for experience at this grade level.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Comprehensive knowledge of the Energy Policy Act of 2005, The Energy Independence and Security Act of 2007, the Energy Act of 2020, and Executive Orders 13834, 13990, 14008, 14030, and 14057.
  • In-depth knowledge of technical and operating concepts, principles, and practices required in the maintenance and operation of Government-owned and leased buildings, and their relationship to energy conservation.
  • Mastery of concepts, principles, and practices applicable to the full range of duties concerned with International Measurement and Verification Protocols and Federal Agency Management Program (FEMP) Measurement and Verification and Performance Assurance published guidance.
  • Knowledge of procedures required for executing utility contracts with utility and water companies for energy related services.
  • Skill to negotiate and work effectively with utility and water companies, Service Center managers, and other federal agencies representatives.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
