The Air Traffic Organization (ATO) has 35,000 controllers, technicians, engineers, and support personnel whose daily efforts keep aircraft safe, separated, and on time. Flight Program Operations (FPO) is responsible for all aspects of Federal Aviation Administration (FAA) aircraft operations and maintenance, flight safety, and flight program administration. The FPO holds operational control of all flight program operations and implements standardized flight control programs for FAA aircraft.

Help

The Deputy Vice President (DVP), Flight Program Operations provides advice and guidance on all aspects of FAA flight program safety, administration, operations, training, maintenance, and policy. The DVP oversees multiple missions including FAA aircraft to include aviation safety training; flight inspection; research, development, test and evaluation support; critical event response; and transportation.

The DVP executes the responsibilities of the position through a multi-layered organization comprised of six (6) directorates with a combined staff of approximately 500 employees, including 30 senior managers, and the administration of a $100M budget.

Principal Responsibilities

  • Establishes operations, pilot qualifications, and airworthiness standards, in accordance with 14 Code of Federal Regulations (CFR) Part 135, for the management and use of FAA aircraft.
  • Develops criteria for the use and assignment of FAA aircraft. Reviews and evaluates the management and use of FAA aircraft.
  • Works with agency stakeholders to determine mission requirements and establishes standards for the operation of Unmanned Aircraft System in support of all FAA Lines of Business and staff offices.
  • Plans and executes a controlled system of acquisition, operation, maintenance, and disposal of all FAA aircraft in accordance with 41 CFR Part 102.
  • Develops criteria to account for cost and utilization, and associated data for FAA aircraft.
  • Ensures compliance with all applicable Federal directives governing civil aircraft operations by an entity of the US Government.
  • Serves as the focal point for Office of Management and Budget, General Services Administration, and Department of Transportation requirements.
  • Oversees the technical operations of the service unit, including oversight of flight inspection services to ensure the integrity of instrument approaches and airway procedures that constitute our National Airspace System infrastructure and the FAA's international commitments.

As a basic requirement for entry into the FAA Executive System, you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

  3. LEADERSHIP REQUIREMENT: Do you have experience building relationships? If yes, describe (1) the types of individuals with whom you routinely collaborate; and (2) the purpose and outcomes of the communication. Discuss your experience in communicating and cooperating with others to achieve goals. Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.
  4. LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  5. TECHNICAL REQUIREMENT: Experience leading, overseeing, and providing strategic direction in support of a civil aviation organization operated in accordance with 41 CFR Part 102 and either 14 CFR Part 121 or 135, responsible for managing all aspects of flight operations (policy and guidance development, maintenance, flight training, flight standardization, aircraft acquisition and disposal, and research and development).
