Summary

You will serve as an Equal Opportunity Specialist (EOS) in the nationwide Title VI Division of NHTSA’s Office of Civil Rights (NCR). As a Title VI EOS, you will support NCR in developing, evaluating, and implementing policies, guidance, standards, and procedures to ensure that funding recipients comply with Title VI of the Civil Rights Act of 1964, Federal regulations, and executive orders. The incumbent plans, conducts, and monitors external compliance reviews and complaint investigations.

As a Equal Opportunity Specialist, you will:

  • Evaluate, enhance, and implement nondiscrimination policies, programs, and guidance to ensure that NHTSA funding recipients comply with Federal civil rights requirements, including Title VI, which prohibits discrimination on the basis of race, color, or national origin (including limited English proficiency).
  • Serve as a national expert in interpreting laws, regulations, executive orders, and other authorities regarding Federal civil rights requirements, which apply to NHTSA funding recipients.
  • Coordinate as required with the Departmental Office of Civil Rights (DOCR) and other Department of Transportation (DOT) Operating Administrations and Federal agencies.
  • Provide expert technical assistance and trainings to NHTSA funding recipients and subrecipients (e.g., Governor’s Highway Safety Representatives, State Department of Motor Vehicle (DMV) administrators), NHTSA leadership and staff (e.g., Regional Program Offices), contractors, and other stakeholders regarding the application of Federal civil rights requirements and program-related matters.
  • Administratively resolve Title VI compliance issues and challenges through investigation, expert advice, technical assistance, and communication and negotiation strategies within assigned timeframes.
  • Formulate recommendations and review proposed publications and reports, sometimes under short deadlines, and provide expert technical advice to program staff and others to promote civil rights compliance, equity, and accessibility.

The ideal candidate exhibits consummate professionalism and is comfortable interacting with a wide range of individuals through various modes of communication. The individual works cooperatively and effectively on teams and is eager to tackle challenging assignments and projects.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience investigating external Federal civil rights complaints

OR

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience investigating external Federal civil rights complaints alleging discrimination in transportation programs and activities; OR
  • Experience conducting research and analysis for development of an assessment of nondiscrimination in transportation programs and activities, equity assessment, or analysis of impediments to transportation equity; OR
  • Experience conducting fact finding AND working toward resolution for investigations assessing compliance with Federal civil rights laws, including Title VI of the Civil Rights Act of 1964.


You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:

  • Experience investigating external Federal civil rights complaints alleging discrimination in transportation programs and activities AND writing determination/decision documents in such investigations, and bringing such investigations to resolution; OR
  • Experience conducting research and analysis for development of an assessment of nondiscrimination in transportation programs and activities, equity assessment, or analysis of impediments to transportation equity, including drafting final assessments; OR
  • Experience conducting fact finding AND writing determination/decision documents AND working toward resolution for investigations assessing compliance with Federal civil rights laws, including Title VI of the Civil Rights Act of 1964.


You cannot qualify on education at the GS-13 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of civil rights laws, including their application to all areas of society, and an extensive knowledge of Federal and State requirements under Title VI of the Civil Rights Act of 1964, as amended.
  2. Skill in conducting civil rights investigations and enforcement of civil rights and nondiscrimination laws.
  3. Skill in writing clearly to present complex and controversial issues to a broad audience.
  4. Skill in cultivating a relational work culture that embraces equity, transparency, accountability, and collaboration.
