The Catalog Management Office (CMO) is a centralized program management office responsible for long-term governance and operational leadership of FAS’ current and planned catalog management activities. The CMO's vision is to deliver and maintain a superior catalog management capability that improves the buying and selling experience for customers, industry partners, and the GSA workforce by making processes and systems simpler, more modern and more efficient.

You will be responsible for the following duties, including but not limited to:

  • Serves as an expert consultant and study leader for study groups in the general area of mathematical modeling, economic analysis, statistics, simulation, optimization programming, probability theory, or other quantitative methods.
  • Serves as the primary advisor to the Division Director on matters related to mathematical modeling, statistical analysis, linear and nonlinear programming, simulation, decision theory, and probability theory necessary for accomplishing operations research studies.
  • Assigns work, plans and schedules work. Performs Human Resource related duties to manage workforce including hiring, rewarding, disciplining, promoting equal opportunity. Manages staffing levels, assigns work priorities. Reviews work of subordinates.
  • Plans and directs complex projects requiring identification of a variety of advanced operational problems and development of innovative solutions and appropriate actions.
  • Performs confidential troubleshooting assignments requiring a high degree of discretion. Develops and manages stakeholder relationships for the Division Director and coordinates strategic communications with key stakeholders.

BASIC REQUIREMENTS FOR OPERATIONS RESEARCH ANALYSTS: 

All applicants for Operations Research Analyst positions must meet the Basic Requirements. Carefully read the following Choices A and B which states the ways to meet the basic eligibility requirements for all Operations Research Analyst positions:

Choice A) A degree in Operations Research.

or

Choice B) At least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-14 in the Federal service. 

Specialized experience is experience managing and leading quantitative and qualitative studies and analyses that are highly technical in nature and address key policies and programs, and support a wide range of acquisition functions. Such experience must include designing, developing, and adapting mathematical, statistical, econometric and other scientific methods and techniques; analyzing mathematical/statistical results and developing reports based on the findings; leading and managing studies related to strategic portfolio and financial management issues and activities within a major acquisition organization; and, application of systems analysis design methodologies for automation and database management applications.

  • Skill in applying advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques related to statistical analysis; parametric and non-parametric analysis; computer modeling; decision theory; mathematical programming; regression analysis; and economic analysis.
  • Skill in providing leadership to subordinates to include, organizing work, setting priorities, and determining resource requirements; determining short and long-term goals and strategies to achieve them; and coordinating with other organizations or parts of GSA/FAS to accomplish goals, monitor progress, and evaluate outcomes.
  • Skill in research techniques to conduct and lead professional and highly technical work involved in the performance of operations research studies and in coordinating extensive study projects. 
  • Skill in persuading management officials to accept and implement recommendations and/or interpretations, which may require significant resources or require extensive changes to established procedures and methods.
