The major duties include but are not limited to:

Program Administration and Development

  • Oversees the facility-wide records management program, regardless of the medium (paper, film, electronic, or some other format) or information systems in which records exists;
  • Formulates and implements policy, strategic analysis, directing program outreach and training, develops metrics, and ensures mandated information governance and accountability measures are in place;
  • Utilizes metrics, dashboards, audits, surveys, and other reports to identify potential issues related to the records management program;
  • Conducts site visits to all outpatient clinics as well as business affiliates to evaluate the effectiveness and efficiency of the overall records management program;
Program Management
  • Promotes records management practices to management and staff;
  • Articulates and executes comprehensive visions and strategic analyses to improve and promote mission delivery, superior customer service accountable stewardship, and full compliance;
  • Performs record inventories, quality control, and compliance inspections/audits;
  • Establishes and implements new standards and procedures;
  • Collaborates with Information Technology Office to implement a program for managing electronic and audiovisual records and microfilm media;
  • Coordinates records storage, maintenance, and disposition with the VA Records Center and Vault, and National Archives Records Administration (NARA) approved commercial records storage facilities;
Training and Advisory Services
  • Implements target monitoring programs, conducting program reviews and audits;
  • Establishes a comprehensive facility-wide training program to meet stringent national compliance and sustainability directives;
  • Provides subject matter expertise regarding meta data repository attributes needed to ensure federal records and document preservation;
  • Troubleshoots and administers the records management programs and provides policy guidance and advisory services to resolve complex records management, legal, and regulatory issues;
  • Addresses recordkeeping and storage issues by formulating and implementing professional organizer techniques and strategies;
Supervisory Duties
  • Oversees the daily operations of the Medical Records Scanning Unit and File Room;
  • Monitors performance to ensure staff provides expected support to other services/sections, Veterans, etc.;
  • Takes appropriate action when employees fail to follow proper procedures;
  • Monitors productivity and daily workload;
  • Ensures training of all new and existing employees; and,
Performs all other duties as assigned.

Work Schedule: Monday through Friday, 7:30 am - 4:00 pm.

Qualifications

To qualify for this position at the GS-11 grade level, you must meet one of the following:

Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of a Supervisory Records and Information Management Specialist - Facility Records Officer, and that is typically in or related to the work of the position to be filled. Specialized experience consists of lead/supervisory work that included planning, controlling, directing, organizing, training, promoting activities with respect to records creation, records maintenance, and use/disposition; advising staff, managers, and/or leaders on adequacy of documentation, creation, and management of an organizations records system; assisting in determining records management polices to facilitate efficient, legal, and secure access to electronic content; following Freedom of Information Act (FOIA), Health Insurance Portability and Accountability Act (HIPAA), and record administration policies, rules, and regulations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~
Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Supervisory Records and Information Management Specialist - Facility Records Officer position. Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Supervisory Records and Information Management Specialist - Facility Records Officer position and must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

Physical Requirements: The work of the position is generally sedentary but involves frequent walking, standing, and bending in searching for various files. There is occasional lifting and carrying of such items as record boxes and bulky files.
The work may be performed in an office setting with adequate light, heat, air conditioning, and ventilation.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
