Duties

Help
  • Formulates policies and program plans and makes recommendations regarding necessary changes/revisions in policies and program operations; Interprets and enforces policies and procedures to insure efficiency and effectiveness of program operations.
  • Uses delegated authority to represent and communicate with the highest level of state government leadership necessary to secure commitments to improve management of FNS programs and agency priorities.
  • Assumes overall responsibility by providing leadership and directing the planning and administration of the program and activities. Interprets and enforces policies and procedures to insure efficiency and effectiveness of program operations.
  • Manages organizational changes throughout the Program directed, Exercises discretionary authority to approve the allocation and distribution of funds in the Program's budget.
  • Approves multi-year and longer-range work plans developed by the supervisors or managers of the subordinate Branches and subsequently manages the overall work to enhance achievement of the goals and objectives.
  • Oversees the revision of long-range plans, goals and objectives for the work directed.
  • Oversees planning, management, direction and execution of the program(s), and activities through key personnel, agency- wide meetings, and personal consultation.
  • Makes decisions on Human Capital affecting Division staff subject only to the overall review of the Assistant Deputy or Deputy Administrator.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement Including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.

To qualify for the GS-15: Applicants must possess one year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

  • Applying knowledge of laws, rules, and regulations in the retailer operation and administration of the Supplemental Nutrition Assistance Program, with special emphasis on retailer operations case tracking and management systems and fraud analysis;
  • Communicating information, both orally and in writing, to contacts within and outside the organization to provide advice, negotiate, and explain procedures, practices, policies, and work-related changes affecting these groups;
  • Evaluating program policy and operations for issues or deficiencies; recommending, justifying, developing, and implementing appropriate solutions; and
  • Leading and supervising a professional staff.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
