The primary purpose of the DIRECTOR OF INSPECTIONS, GS-1801-12, is to serve as the focal point for interpreting, developing, and implementing Air Force inspection policy and wing-level long-range strategic plans. Provides direction and oversight of internal and external inspections, audits, evaluations, reviews, exercises, and analyses to determine unit effectiveness and efficiency. Ensures operational, contingency, and mobilization plans adhere to policy and direct the effective use of wing resources.

  • Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander's Inspection Program (CCIP). Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Oversees compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. Develops and incorporates evaluation strategies that are utilized throughout the wing, strategies will leverage multiple methods of observation to include written and oral questions, to hands on observation.
  • Responsible for organizing and analyzing data from inspections and exercises across the DoD with the goal of identifying and communicating trends. Through trend identification and analysis, communicate data throughout the wing to commanders and unit self-assessment program managers for possible inclusion in their individual unit programs to determine compliance. Makes determination if trend items are wing-wide concerns, any wing-wide trends will be presented and explained during the commander's inspection management board (CIMB) and may be added into the CCIP for horizontal or vertical inspection.
  • Prepares and reviews periodic and recurring IG reports and analyses of deficiency trends for the State and presents these trends to the IG and state leadership. Validates WIT members' understanding, and application of security principles and their ability safeguard classified information ensuring they are aware of applicable security classification guides.
  • Investigates or inquires to substantiate alleged or suspected instances of non-compliance of individuals or organization with laws, rules, regulations, executive orders, or other mandatory regulatory requirements. Comprehends complex procedures outlined in IG regulations and directives and applies them to the handling of conventional investigations, complaints, and Congressional inquiries to ensure the integrity and confidentiality of the IG Program are maintained to help prevent unwarranted invasions of privacy. Represents the Wing IG, at conferences, meetings, seminars, briefings, and other official functions. Establishes, develops, and maintains effective working relationships with NGB/IG, NGB staffs, MAJCOM staffs, State IGs, and wing leadership at all levels on matters concerning all IG programs.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment; must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. Recommend completion of the NGB/IG Advanced Course within one year of appointment.

Qualifications

DIRECTOR OF INSPECTIONS, GS-1801-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Experience evaluating and processing inspection/investigation deficiencies; Experience developing and updating internal office protocol and guidelines; Experience performing long range planning and analysis; Conducting interviews and data gathering assignments in the administrative and management areas; Determining responsiveness of organizational replies and adequacy of response/corrective actions taken on reported deficiencies resulting from reports of general, procurements and technical inspections/ inquires/investigation; Experience processing complaints and requests for assistance emanating from personnel within the State and investigates or inquires to substantiate alleged or suspected instances of non-compliance of individuals or organization with laws, rules, regulations, executive orders, or other mandatory regulatory requirements.
