This position is located in EPA, Office of Inspector General, Office of Mission Support (OMS), Acquisition Directorate. OMS is responsible for organization-wide coordination and leadership in promoting the most efficient use and accountability for OIG resources in effectively achieving its mission and strategic goals. The Acquisition Directorate provides support services to the OIG in the areas of planning, awarding and administering contracts, including issuing and interpreting acquisition regulations; administering training for contracting and program acquisition personnel; providing information technology improvements for acquisition systems; and strengthening controls to promote assurance and mission accomplishment.
Responsibilities
The ideal candidate will perform the following duties:
Leads in the dissemination of acquisition-related services and oversees a project leader and team in completing various team-oriented projects, to ensure that high-level services are provided in promoting OIG goals and mission;
Serves as the OIG liaison with the Agency Grants Administration Division and coordinates OIG activities, procedures, and requirements under OMB A-76;
Directs and oversees a full range of independent procurement and contract administration actions, including those of a unique nature, required for the acquisition program, including the issuance of modifications, negotiation of changes, exercise of options, investigation and resolution of contractor delays, contractor performance appraisal, subcontractor surveillance, disposition of claims, and similar matters;
Responsible for leading a team of contract specialists in the independent administration of OIG contracts, acquisition, and related activities.
This is a Public Trust Position. Employment in this position requires a background investigation. Qualifications
All applicants must have 52 weeks of specialized experience equivalent to a GS-14 grade level in the Federal Service.
Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Qualifying specialized experience as a GS-15 must demonstrate the following expert knowledge in:
Utilizing procurement/contracting regulations and principles including the latest procedures and techniques, e.g., sophisticated pricing arrangements, cost accounting, and life-cycle costing (LCC) sufficient to plan, develop, implement, maintain, and administer all contractual aspects of a systems acquisition program;
Understanding of the laws, regulations, Executive Orders, Office of Management and Budget (OMB) Circulars, OIG and GSA policies and operating practices applicable to grants, cooperative agreements, Memoranda of Understanding, Interagency Agreements, and contracts;
Knowledge of principles and practices of information and automated systems, business, management, procurement, and organizational behavior as applicable to reviewing awards, awardee organizations, subawards and subawards organizations and applicable towards designing and improving OIG award management databases and systems; and
Communicating with individuals at all levels, including executive leadership in the government and the private sector.

Continuing Professional Credits (CPE) and/or Continuing Education Units (CEU) may be converted into academic credit hours when evaluated by both higher education institutions and special examining and assessment services. Basic Requirements for GS-13 and Above
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.
