Summary

As a IT Specialist (APPSW), you will develop IT products and/or services; apply and tailor agile methodologies to meet different delivery needs; employ agile/iterative tools, approaches, and practices; and utilize a wide range of qualitative and/or quantitative methods to assess and improve IT effectiveness.

Help

You must perform the following major duties:

  • Performs highly complex IT work primarily involving applications software, which includes serving as a senior expert software engineer and developer working with partner agency programs.
  • Manages and directs multiple highly complex and/or innovative IT projects and initiatives.
  • Provides expert technical advice, leadership, and direction on a full spectrum of software delivery related issues for the improvement of products, platforms, and/or services.
  • Plans, develops, and executes large scale IT projects. Leads, coordinates, communicates, integrates, and is accountable for the overall success of IT projects, ensuring their alignment with critical agency priorities.
  • Develops new insights into situations and applies innovative IT solutions.
  • Applies a wide range of qualitative and/or quantitative methods to assess and improve project effectiveness and/or complex management processes, projects, and systems.
  • Leads cross-functional teams at scale and/or in highly complex environments to develop innovative software applications and/or services.
  • Develops cooperative relationships working closely with agency partners in leadership roles and navigates and works through conflicting stakeholder priorities.

The GS-15 salary range starts at $136,908 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

Applicants applying for the GS-15 grade level must meet the following requirements:

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the federal service.

SPECIALIZED EXPERIENCE REQUIREMENTS: having experience in:

  • Delivering modern IT systems, products or services.
  • Designing IT systems, products or services using agile or iterative development methodologies.
  • Overseeing the planning, management, and direction of a program or projects.
  • Building alignment with stakeholders to coordinate, present, defend and negotiate programs, projects, policies and critical issues of significant impact on supported and potential IT systems.

Also, you must have IT-related experience demonstrating EACH of the four competencies as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

Skill in applying written and verbal communications; present recommendations to higher authority; build and maintain relationships with stakeholders and other involved parties at various levels; collaborate across organizational/operational boundaries to build strategic relationships, achieve common goals, and resolve sensitive IT issues.
  4. Provide technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
  5. Knowledge of IT project management principles, methods, and practices.
