Help

You must perform the following major duties:

  • Serves as a primary expert consultant to stakeholders at customer agencies and/or internal to GSA to explore innovative approaches to design and deliver mission-critical IT solutions that support administrative priorities and agency practices.

  • Provides senior expert technical advice, guidance, and recommendations to management and other subject-matter experts on critical IT issues; applies innovative practices to previously unsolvable and/or legacy problems; and makes recommendations that significantly influence important IT policies, plans, and/or products of customer agencies.

  • Provides guidance and planning on equitable mission outcomes by incorporating diversity, equity, inclusion, and accessibility guidelines, principles, and practices into technical outcome goals. 

  • Leads initiatives to improve IT project delivery, efficiency, and impact metrics across the employing organization. Identifies patterns in project retrospectives and stakeholder satisfaction surveys and generates actionable insights for organizational improvement and/or learning.

  • Develops, defines, and modifies IT project, team, and/or program office objectives, devising innovative ways to solve IT modernization problems of major importance to the program office, agency, and/or other federal agencies.

  • Current or Former Political Appointees:  The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one-year probationary period, if required.

The GS-15 salary range starts at $136,908 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the federal service.

Specialized experience is defined as:

  • Experience leading vision, direction, roadmap or leading the identification of user needs for a project, product, platform, or service ;
  • Experience providing project or product leadership;
  • Experience with iterative or agile methodologies;
  • Experience leading cross-functional teams; and
  • Experience collaborating with senior or executive stakeholders.

Also, you must have IT-related experience demonstrating EACH of the four competencies as described below:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

  • Applying interrelationships of multiple IT specialties; new IT developments; emerging technologies and their applications to business processes; IT project management principles, methods, and practices.
  • Skill in applying advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish a wide variety of assignments such as: develop and interpret policies, procedures, and strategies governing the planning and delivery of IT solutions (e.g., software, applications, programs, services) throughout the program office, agency, customer agencies, and/or other stakeholder entities; research technology issues and coordinate resolution with stakeholders.
  • Knowledge of program office, agency, and related missions, programs, and guidelines to develop and advise on IT policies and implement related program and/or project goals.
  • Written, oral, and verbal communication skills sufficient to communicate with management and staff officials in the employing and other federal agencies and private sector entities.
  • Skill in IT techniques and requirements within the federal government to serve as a senior IT expert in the design, development, and delivery of current and emerging information system technology needed.
