Help

As a Physical Scientist within the USGS Water Resources Mission Area Office of Planning and Programming, some of your specific duties will include:

  • Serves as Coordinator for the US Geological Survey (USGS) Water Resources Research Act (WRRA) Program, a Federal-State partnership ($15.5 million in FY23) that plans, facilitates, and supports research conducted through competitive grants under the Water Resources Research Act of 1884.
  • Makes program adjustments in response to directives, funding changes, mandates, and process changes.
  • Refines input to the multi-year planning process as required by Congress.
  • Leads reviews of 54 Water Resources Research Institutes (WRRIs) to ensure compliance with reporting requirements.
  • Develops priority research topics to support USGS Water Resources Mission Area priorities and congressionally mandated research.
  • Manages, coordinates, and evaluates performance through annual reporting.
  • Develops and maintains effective and cooperative partnerships to meet USGS goals for integrated science.
  • Coordinates program goals and priorities.
  • Develops materials and presents budget and program support documentation.
  • Addresses program and budget inquiries.
  • Responsible for current and out year work plan development, budget justification preparation, performance measure development and reporting.
  • Develops reporting guidelines, creates the evaluation report format, organizes, and chairs the evaluation panel.
  • Manages, coordinates, and writes interagency agreements for research Coordination Grants.
  • Ensures research fits under WRRA authority.
  • Works with USGS Office of Acquisitions and Grants (OAG) to announce grant opportunities annually.
  • Manages proposal review process and organizes selection panel.
  • Coordinates review, rank, and funding decisions for competitive grant awards.
  • Maintains awareness of Office of Management and Budget (OMB) requirements.
Physical Demands: The work is generally sedentary, though travel and field visits to major project areas can be expected and slightly increase physical demands due to the need to move about and lift/carry lightweight objects such as a laptop/tablet, binder/folders, or comparable.

Work Environment: Work is performed in an office setting with adequate lighting, ventilation, and climate controls but also requires regular travel throughout the country to visit operational activities and attend various meetings that are usually held in similar environments. Field visits can involve inclement weather, dust, noise, and other exposures which can cause some discomfort.

Driver's License/Driving Record - You will be required to operate a government-owned or -leased vehicle in the performance of your official duties. Applicants for this position must meet the following requirements: (1) possess a valid State license, and (2) possess a safe driving record. If selected, you will be required to provide proof of a valid State license & a copy of your driving record.

Qualifications

For GS-1301:

BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

**OR

B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. For GS-14:

In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-14 level:

One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-13 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

Examples of such experience may include serving as a senior expert involved in physical science work for which technical problem definitions, methods and/or data were highly incomplete, controversial, or uncertain and whose evaluations and recommendations were accepted by others as those of a technical expert in the physical sciences. At this level, physical scientists typically represent an authoritative source of consultation for other scientists and program specialists, are called upon to resolve issues that significantly affect physical science programs, make long range and controversial proposals and defend their findings and recommendations in public or high level forums.
