The student program analyst conducts assessments and evaluations of DoD programs, functions, and missions to facilitate changes by promoting efficiency and enhanced program results on matters of interest to members of Congress, the Secretary of Defense, the Inspector General, and DoD Leaders under the supervision of a full performance level team member or leader.

  • Perform evaluation duties and developmental assignments in (homeland defense, joint operations, environment, intelligence, space, nuclear, occupational health, special studies.
  • Research applicable laws, directives, regulations, manuals, prior studies, and reports needed for evaluations.
  • Assist in the gathering and analysis of data, developing findings and recommendations, preparing reports, briefings or other evaluation products.
  • Prepare or assemble supporting documentation; analyzes data to ensure that evidence adequately supports findings; assist in follow up of previous evaluation products.
  • Attend meetings as directed or required.

  • Must be a U.S. Citizen.
  • Position has been designated as Secret Security designation level such as Noncritical Sensitive, Critical. Incumbent is required to obtain and maintain a Secret security clearance.

  • Enrolled or accepted for enrollment as a full-time or half-time student.
  • Must have a cumulative grade point average of at least 2.5 on a 4.0 scale.
  • Must maintain student eligibility for the duration of internship.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • The incumbent must adhere to the DoD Standards of Conduct.
  • Due to the education requirement of this position, an unofficial transcript must be submitted at the time of application. If transcripts are not received, you will be rated as ineligible.
  • Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position.
  • Interns may work full-time during the summer and flexible part-time work schedule during the school year (based on agency needs) while continuing their education.

Qualifications

Requirements:

  • Enrolled or formally accepted for enrollment as a full-time or half-time (Half-time basis is defined by the academic institution that the student is enrolled or accepted into) student into an accredited college or university in a qualifying degree-seeking program, or enrolled or formally accepted for enrollment in a qualifying certificate program;
  • Students must have a cumulative grade point average (GPA) of at least 2.5 on a 4.0 scale (or equivalent) at time of application and must maintain at least a 2.5 GPA throughout the entire Pathways Student Trainee Internship appointment to remain in the Program;
  • Applicants MUST submit a transcript or proof of enrollment with the online application (see Required Documents for additional details).
  • Please note that if you are graduating from your current academic program prior to August 31, 2023 you will not be eligible for this student appointment unless you are accepted for enrollment at a qualifying educational institution seeking an ADDITIONAL qualifying degree, diploma, certificate, etc., OR an advanced degree. You MUST submit proof of acceptance along with your current transcripts for consideration.
  • If selected, must sign a Pathways Participant Agreement; be able to furnish course registration information at the start of each school term; and be able to provide verification of academic status (official transcript) at the end of each academic term.
At the GS-04 grade level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-03 or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Experience in performing progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled.

At the GS-05 grade level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-04 or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Experience in analyzing problems, identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.

At the GS-07 grade level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-05 or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Experience in utilizing knowledge of basic research, audit or evaluation techniques and principles; performing basic research to extract information for evaluation; analyzing data and written material to gather relevant information for evaluations; assembling information and preparing reports with supporting documentation to draft evaluation reports; presenting information clearly, concisely and logically both orally and in writing to prepare and present findings; and working with staff to participate in team evaluations.

At the GS-09 grade level: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-07 or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Experience in performing basic research, audit and evaluation techniques and principles; selecting and researching laws, regulations, policies, and audit reports or comparable documents to extract information for evaluations; analyzing data and written material to gather relevant information for evaluations; assembling information and preparing reports with supporting documentation to draft evaluation reports; presenting ideas, facts, conclusions and recommendations clearly, concisely, and logically both orally and in writing to prepare and present findings; and work with staff to participate in team evaluations.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Education

Substitution of Education for Specialized Experience:

GS-04: Two years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the general experience required.

GS-05: A four-year course of study leading to a bachelor's degree may be substituted to meet the specialized experience requirement.

GS-07: One full year of graduate level education or Superior Academic Achievement may be substituted to meet the specialized experience requirement.

GS-09: Two full years of progressively higher-level graduate education, master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

Only experience and/or education obtained by the closing date of this announcement will be considered.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Individuals selected from this vacancy announcement will work a full-time work schedule for at least eight weeks between the months of May through September. Upon completion of the summer internship period individuals will be placed on leave without pay (LWOP) until completion of their academic program or until they are returned to duty for another period of internship. Based upon organizational need, availability of funding, student availability, and the student's academic schedule, individuals may be returned to duty for short durations during breaks in school (i.e. Fall, Winter, or Spring Break) or part-time employment throughout the Fall and Spring semesters, so long as their work schedule does not interfere with their academic requirements and schedule.
