Summary

As a Asset Management Specialist, you will management of assets for the major market areas as well and provide technical guidance as needed.

The Portfolio Management Division manages the region’s federally owned real estate portfolio and optimizes its value for GSA, customers and taxpayers.

Help

  • As Senior Asset Management Specialist, manages real property assets for major market areas.
  • Researches and analyzes asset performance in a variety of areas, including costs, income, income/expense ratio, return on investment, economic alternatives analysis, and other indicators of financial soundness of assigned real property assets.
  • Prepares asset income plans and income projections to be used as part of the budget formulation process for use in housing and investment decisions and incorporation into the Asset Business Plan.
  • Performs financial analysis and develops well-founded strategies for the financial management of each asset.
  • Identifies and works to correct abnormalities in income and expense statements.
  • Provides extensive technical advice and guidance regarding all aspects of assigned portfolios.
  • Monitors and reports performance of assets with respect to measures and goals.

The GS-12 salary range starts at $99,916 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. The General Schedule Pay Table can be located here.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is performing the majority of the following asset management functions for real property. Financial analyses, including:

  • Discounted cash flow analysis
  • Return on Investment (ROI)
  • Net Present Value (NPV) analyses
  • Quality explanation of analysis methods and results to a layman audience
  • Change to Asset or Real Property Program Planning
  • Formulation of operating budget projections
  • Real Property Investment planning

Such experience must have involved: selecting, prioritizing, tracking and managing the interrelationship of organizational priorities by balancing customer, asset and market criteria in business decisions; and facilitating cross divisional teams to solve complex business problems.

Relocation-related expenses are not approved and will be your responsibility.  

Travel expenses associated with interviews may be approved. Determinations will be made on a case-by-case basis.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of the functions, concepts and principles of real property management necessary to analyze financial soundness of real property asset operations.
  2. Knowledge of commercial real estate principles and practices, markets, asset values and financial analysis techniques such as discounted cash-flow; Return on Investment (ROI); and Net Present Value (NPV) analyses in order to analyze financial factors of their operation.
  3. Ability to assess data and conduct financial analysis via standard real property financial analysis techniques such as discounted cash-flow; return on investment (ROI), and Net Present Value (NPV) analyses to make asset decisions and to consider the impact of alternatives.
  4. Ability to communicate in writing to provide sound technical advice and to present strategies for the financial management of assets.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

We will verify your answers to the questions in your resume.  If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.

Within each category, veterans will receive selection priority over non-veterans.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
