  • Provides formal advertising and/or negotiated methods of contracting support and guidance to the Bureau/Agency Customers and team members.
  • Performs pre-award and/ or post-award functions using wide range of contracting methods and types to procure complex purchases.
  • Serves as an acquisition business advisor on contract matters.
  • Analyzes difficult issues, identifies alternative courses of action, and represent the interest of government in meetings with various stakeholders outside the Bureau/Agency
  • As a participant in the Pathways Intern Program, you will receive both formal and on-the-job training to develop the required knowledge and skill to successfully perform the duties of the position.
  • Serve as trainee working closely with team leader and supervisor in a training capacity on assigned tasks.

Qualifications

This position is for students accepted for enrollment or are currently enrolled and seeking a degree (diploma, certificate, etc.) in an accredited high school, technical or vocational school, 2-year or 4-year college or university, graduate or professional school, on a full- or half-time basis (as defined by the academic institution in which the student is enrolled).

This is a career development, excepted service appointment under the BLM Pathways Internship Program that is expected to last more than 1 year. The BLM will require the selected applicant to complete a Participant Agreement in which the selectee must provide an anticipated date for completing all degree program requirements, and show continual progression toward meeting the stated anticipated date.

The agency may noncompetitively convert a Career/Indefinite Intern who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Intern meets all agency program requirements and the Office of Personnel Management (OPM) Qualification Standards for the target occupational series at the time of completing all education requirements.

The selectee must physically report to the duty location that was selected during the application process. The selectee is expected to report to the duty location during the summer break and work 40 hours a week; however, the total hours worked per week can be flexible, if the applicant is currently enrolled in summer courses.

ELIGIBILITY REQUIREMENTS:

  • Be at least 16 years of age or older for a non-arduous or non-hazardous duty position.
  • Be a student enrolled or accepted for enrollment and seeking a degree (diploma, certificate, etc.) in a A student accepted for enrollment or enrolled in a degree or certificate program on a full- or half-time basis as defined by the school (certificate program means post-secondary education, in a qualifying educational institution, equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum);You must upload an unofficial copy of your transcripts. Enrollment is with a qualifying educational institution such as a high school or state-approved homeschool; or accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum.
  • Students currently enrolled must be in good academic standing maintaining a 2.5 grade point average on a cumulative basis; You must upload an enrollment letter from your educational institution (Whether you are new or currently enrolled). Please upload documentation to show GPA.
  • Must enter into a written agreement (Pathways Internship Participant Agreement).
  • Provide an unofficial/official certified school transcript and/or proof of enrollment.
  • You must continue to meet these eligibility requirements throughout the duration of your appointment under the Pathways Internship Program.
QUALIFICATIONS REQUIREMENTS: Must be enrolled or accepted for enrollment in an accredited college or university at least part-time, seeking a degree, and be in good academic standing (as defined by the school).

GS-03: Completion of 1 academic year (30 semester hours) of post-high school study. *You must submit transcripts.

Academic Year: At the undergraduate level, 30 semester hours or 45 quarter hours is comparable to 1 year of undergraduate education. Four years of progressive study or 120 semester hours meets the degree requirements. At the graduate level, 18 semester hours or 27 quarter hours.

CONVERSION ELIGIBILITY: Interns may be converted, without a break in service, to a term, career or career conditional appointment upon completion of program requirements. To be eligible for conversion, Interns must:
  • Be a US Citizen
  • Complete at least 640 hours of work experience acquired through the Internship Program
  • Complete their degree or certificate requirements.
  • Meet the qualification standards for the position to which the Intern will be converted.
  • Meet agency-specific requirements as specified in the Participant's Agreement
  • Perform their job successfully.
This position has eligibility to be converted to a term or perm appointment in the competitive service. Interns must meet the qualification requirements for the position to which converted. Agencies may waive up to 320 of the required 640 hours of work for Interns who demonstrate high potential as evidenced by outstanding academic achievement and exceptional job performance. In addition, students working in agencies through third-party intern providers may count up to 320 of the hours they work toward the 640-hour requirement. Time spent under previous Internship Program appointments may count towards required work. If converted to a permanent or term appointment, the anticipated target position will be a full performance level up to a GS-12. The target position and full performance level may change based on the need of the organization at that time. Interns must meet the qualification requirements for the position to which converted.

CAUTION FOR STUDENTS IN THEIR FINAL YEAR: Students that are graduating and are not subsequently enrolled in another program might not meet the work-hour requirements prior to graduation and will be at risk for not being able to convert to a career or career-conditional appointment.

Extensions: This appointment may be extended without further competition based on the need of the organization for the work to continue and provided the individual continues to meet the eligibility requirements.

Depending on the state selected, bargaining unit may or may not apply.

Education

Proof of Enrollment for the Current or Upcoming Semester: This may be documented on your official/unofficial transcripts, a course schedule, an acceptance letter from your university for future enrollment, or an official letter of enrollment from the university registrar's office or a university counselor, as long as your enrollment for the current or upcoming semester is clearly documented.

  • If you are in your last Semester/Quarter of completing your degree/certificate requirements, you must show proof of acceptance to a continuing degree/certificate program. This may be documented by an acceptance letter for future enrollment in a degree/certificate program.
Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Interns must provide a copy of up-to-date transcripts (unofficial) at the end of each academic year, unless requested more frequently by the supervisor or Human Resources Office, for verification of enrollment and academic standing as proof of continuing eligibility for participation in the Intern Program.
