This position is located at the Department of Commerce OIG, Immediate Office. As a SENIOR LEGISLATIVE AND EXTERNAL AFFAIRS OFFICER, you will serve as OIG's focal point for communications between the OIG, U.S. Congress, other federal, state, or local government entities, and the media, in addition to providing technical assistance on congressional and regulatory matters.

As a Senior Legislative and External Affairs Officer, you will:

  • Be responsible for reviewing pending and enacted legislation to determine the impact on OIG and the Department.
  • Maintain continuing awareness of OIG policies, plans, and programs by attending senior staff meetings, operating unit status meetings, reviewing published OIG reports, and consulting regularly with the IG and other senior OIG staff.
  • Participate and/or represent OIG in senior level meetings with congressional offices, the Department, and other federal, state, or local entities.
  • Provide strategic communication advice to the IG.
  • Liaison with a particular emphasis on building and maintaining effective working relations with congressional oversight committees that have responsibilities for the Department.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes monitoring legislative initiatives and active legislation, leading congressional engagements and managing correspondence. Examples of this experience may include:
  • Assist in the development and implementation of a legislative strategy for a Bureau or agency based on insight developed through contact with congressional staff and other sources; OR
  • Work with senior officials in the planning and development of Congressional hearing testimony and associated background materials; OR
  • Establish and maintain professional relationships with congressional members, congressional staff, and various congressional committees that have oversight responsibilities for an agency; OR
  • Lead all aspects of responses to Congressional document requests and related briefings and prepare materials on programs and policies for presentation and/or use in briefings.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

  • A one year probationary period may be required.
