Help

The position will serve as a senior business analyst and data analytics developer for projects across the Business Operations Office service portfolio, which includes creating metrics for NIST operations and dashboarding of tables and graphs for management across NIST. The projects will involve data management within NIST and utilize Tableau and Amazon Web Services enterprise databases. The applicant will lead work within the Business Analytics Group utilizing SCRUM and AGILE methodologies for data analytics development projects with and for departments/divisions across NIST to foster process improvement. The applicant will act as the key point of contact between end users and the project team to gather information, document processes, and confirm business requirements. They will also provide technical leadership and oversight of projects to NIST staff and other teammates utilizing Lean, Six Sigma, and Baldrige best practices with respect to data analytics. The position will:
- Implement and improve appropriate data visual management and measurement systems,
- Develop data models, visualizations, strategies, and guidelines for NIST data analytics operational areas,
- Promote and deploy data literacy initiatives,
- Delivers recommendations for updates or new policies and processes, and provide analysis and recommendations in support of mission-oriented business functions, applications, and systems,
These metrics and dashboards created by the applicant and team will ultimately influence decision making by NIST leadership with respect to operations, such as improving operational efficiency, quality, and reducing costs. The position will work closely with all levels of staff and management.

Qualifications

Basic Requirements:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:In addition to the basic requirements, and the selective placement factor, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST). Specialized experience is defined as: Applying Agile, Scrum, DevOps, and lean principles to develop processes, procedures, and practices that support IT products and IT business requirements, managing IT projects, data analysis and metrics, Tableau dashboards.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
