Duties

Help
  • Works closely with Subject Matter Experts (SMEs) to design and develop creative, innovative and visually appealing online learning products (self-paced online courses, webinars, social learning, microlearning, mobile learning, etc.)
  • Applies best practices of instructional design, including action mapping and the work concepts of the Analyze, Design, Develop, Implement and Evaluate (ADDIE) or agile models to aspects of work efforts.
  • Works independently or as a part of a highly collaborative team with graphic designers and videographers to produce high caliber products to address customer training and development needs.
  • Surveys and evaluates existing operations within specialty area to develop recommendations for improvement.
  • Defines the objective and scope of assignment and performs work which requires original development and revision of instructional materials or methods.

Qualifications

This position has a basic education requirement as follows:
Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
OR
Combination of education and experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

Specialized Experience: In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the Federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience is defined as: applying the principles, practices and techniques of adult learning theory to meet business needs; consulting with customers to define learning needs in a professional environment; designing and developing business training curricula and programs in an online delivery platform using a variety of corporate training and development tools to include web-based applications or multimedia products; and reviewing development and training programs for alignment with practical application skill in a business work environment.

Selective Placement Factor: This position requires applicants to have demonstrated experienced in developing training or instructional products using the following web-based educational technologies or educational products: Adobe Captivate or Articulate Storyline, Rise, Camtasia, or Vyond.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

  • DUTY LOCATION WILL BE ONE OF THE PERMANENT DFAS LOCATIONS AS LISTED. THESE ARE NOT REMOTE POSITIONS. SITUATIONAL TELEWORK IN THE LOCAL AREA OF THE DFAS SITE WHERE ASSIGNED MAY BE ALLOWED BASED ON MISSION NEED AND SUPERVISORY APPROVAL.
  • Moving expenses will not be paid.
  • A one year probationary period may be required.
