Duties

Help

As a key executive and authority in R&D, advises Air Force Technical Applications Center (AFTAC) leadership on R&D strategies, capabilities, alignment with mission goals and timelines, and capability growth in terms of internal and partner research and integration of such efforts. Directs all internal R&D and oversees partner-executed R&D that supports AFTAC's missions. Advises the Commander and senior national-level customers on R&D and planning efforts. Manage and oversee internal and partner research to ensure alignment with mission goals and timelines, develop strategic national and international partners to grow capability and enable innovation and rapidly develop novel concepts for operational utility. Implements tailored, agile acquisition processes to rapidly develop new technology driven concepts from infancy to operational utility. Develops new strategic partner teaming relationships with national and international agencies, industry, and universities that are authoritative. Collaborates with innovation programs and organizations throughout the Air Force, and imparts a cultural understanding of innovation for AFTAC and higher-level commands. Establishes and maintains national level contacts with leadership of research partners, such as the Defense Threat Reduction Agency, the Department of Energy NA-22, the Defense Advanced Research Project Agency, and the Department of Homeland Security, as well as principals in policy organizations such as the Office of Secretary of Defense, Department of State, and the National Security Council.

  • Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret clearance
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • An initial DISES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
  • Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoD Policy on The Employment of Annuitants.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MINIMUM QUALIFICATIONS:

1. Certification Requirements: The incumbent must meet the Defense Acquisition Workforce Improvement Act DAWIA requirements cited below, unless a waiver is granted by the AF Senior Acquisition Executive (SAE) prior to selection.

2. Engineering & Technical Management (ETM) - Practitioner certification within 5 years of assignment.

3. Ten years of acquisition experience in an AWF position, four of which were performed while assigned to a CAP or equivalent.

B. MANDATORY TECHNICAL QUALIFICATIONS (NTE 2 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1.Knowledge of a wide range of scientific methods and techniques in physical science to adapt and develop new approaches and methods and perform data evaluation. In depth understanding of technologies, methods, and policies governing the collection of data or material samples for treaty monitoring and international inspection process. Substantial experience in the management of a complex, technically oriented organization and senior-level understanding of the breadth of acquisition; managing experimentation and prototyping; intelligence, surveillance, and reconnaissance communities; and science and technology communities to formulate and explore innovative multi-domain concepts to mitigate capability gaps.

2.Proven executive level experience to formulate strategies for new technologies and to support and defend, as well as influence, program and policy decisions at the highest levels of the government, industry and the broader scientific community, including the ability to explain difficult scientific concepts to presidential appointees, elected officials, and senior US government employees. Requires the ability to make interpretations and decisions where large amounts of uncertainty exist due to continual program or policy changes, technological development, or conflicting requirements.

C. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQ - NTE 10 Pages Total): NOTE: The ECQs are used to assess the applicants' core competencies and leadership skills as they relate to the position and used to determine best qualifications. The ECQs will not have to go to OPM's Quality Review Board for approval.

The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an "SES corporate culture." Submit a supplemental statement of the Executive Core Qualifications (ECQs listed below) in the challenge/context/action/result (C-C-A-R) model format as provided by the Office of Personnel Management (OPM) Guide to SES Qualifications. Applicants should focus on recent experience, education, and training, as some Rating/Ranking panels and hiring officials may consider experience that's over 10 years old to be outdated. ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives.

D. JOINT DUTY ASSIGNMENT REQUIREMENT: Joint IC Duty certification is a prerequisite for appointment to senior executive, senior professional, and DCIPS positions classified above GG grade 15.

Education

1. Education Requirement:
a. Degree: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

b. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
1. You must possess 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.

Additional information

Tax Law Impact for PCS:
On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals. Applications will be evaluated against the qualifications requirements. Failure to meet any one of the Mandatory Technical or Executive Core Qualifications standards will eliminate a candidate from further consideration.

Candidates will be evaluated for this position by a screening panel composed of a diverse mix of senior executives and/or general officers selected for organizational and/or functional backgrounds relevant to this position. The panel discusses each application and reaches consensus as to the Best Qualified, Qualified or Not Qualified candidates. Only the Best Qualified candidates will be interviewed. The panel will then make a recommendation of those Best Qualified candidates who should be referred to the selecting official, in priority order. Final selection is contingent upon approval of the Under Secretary of the Air Force.
