Summary

This position is located within the Economic Research Service. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will be analyzing and evaluating the effectiveness of obtaining public and sensitive data as well as providing secure access, and tracking use and outputs for each data product.

Duties

Help
  • Works closely with the Senior Management to provide management advisory services on Data and IT usage and implement administrative management policies, procedures, operations, goals, and objectives for the Division.
  • Serves as IT liaison and keeps Division Management informed of issues, changes, etc.
  • Communicates information to the staff related to maintenance and outage dates, new policies and procedures related to IT, new software request, and Division’s needs for increased storage space.
  • Reviews, analyzes requirements, and coordinates authorization of software business function requests.
  • Conducts studies, gathers data, analyzes facts and advises on the internal and external access to data and statistics developed by staff.
  • Develops and maintains an up-to-date tracking record of resulting products and outputs by source of data.
  • Reviews, signs, and submits New Employee setup forms (including Interns) and moves forms for existing staff; manages cubicle and computer assignments.
  • Develops and maintains procedural structures for organizational polices and regulations (such as confidentiality and privacy laws related to using sensitive data).
  • Serves as the primary advisor and technical resource for the Division management on data usage and results.
  • Advises management with respect to security of data resources; full compliance to data access, and reporting requirements; as well as no data breaches.
  • Provides and manages access of staff to data resources sensitive data, databases, and data subscriptions via AD groups, SAAR forms, NDA forms.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

GS-13
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing and maintaining procedural structures for organizational polices and regulations related to using data; serving as a staff advisor; and providing analytical and evaluative work related to the data requirements, processes, and products.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
