Duties

Help

You will serve as a Financial Structuring Director and are responsible for providing capital markets insight, helping conduct financial structuring and underwriting for proposed projects, applying credit models/ related tools, performing credit analysis, and contributing to negotiations and finalization of terms and documentation for grants, loans, and loan guarantees within the CHIPS Program Office (CPO) Investment Division, working closely with the Risk Division. You will routinely support the evaluation of applications as it relates to financial structuring/underwriting of grants, loans, and loan guarantees; provide credit models and necessary analysis to support issuance of loans and loan guarantees; monitor capital markets developments and trends related to the semiconductor industry, suppliers, and relevant technology sectors; develop standard practices, documents, terms, and principles for financial structuring/underwriting for grants, loans, and loan guarantees; contribute to knowledge on debt capacity, market terms for financing, and potential financial structuring options; support as a liaison with interagency partners with a role in federal credit processes required for the CPO; coordinate with internal/external subject matter experts and contractors as needed to support execution of financial structuring/underwriting; and coordinate CPO policy development/engagement with other federal agencies on program design/implementation, as it relates to loans, loan guarantees, and other financial structuring options. You will be expected to identify financial problems and needs and make recommendations to resolve them. You will work closely with the CPO leadership to support strategies and financial procedures.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST) in the federal service. Specialized experience is defined as experience performing any of the following tasks for large, highly sophisticated, global, complex companies, organizations, or the federal government: financial analysis, capital markets advisory, investment banking, corporate consulting, credit underwriting OR other similar role that demonstrates expertise leading quantitative analysis and complex multi-party underwriting, due diligence, and negotiation processes.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
