Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.

This position is located in the Operations Division with Office of Small Business (SB), Export-Import Bank of the United States. SB is responsible for the strategic marketing of EXIM Bank products and services to all eligible small business exporters. The Operations and Support Division is responsible for supporting SB by managing the maintenance of SB's systems such as Salesforce, EOL, and the Electronic Loan Management System (ELMS), internal projects, the Contact Center, and finally SB's Budget. The team also manages SB's reporting through the data analytics team. Finally, the team is also responsible for reviewing the Export Credit Insurance (ECI) Division's policy documents for exporter short term multi-buyer and single-buyer insurance products within EOL. The incumbent serves as the Division Head and is responsible for managing the agency wide Customer Relationship Management (CRM) systems to include leading the planning, implementing and operating activities for the portfolio of cloud-based applications (i.e., Salesforce, HubSpot, and Nice InContact). In addition, the incumbent serves as the Lead Program Manager for SB's critical information system projects.

Duties include, but are not limited to:

  • Planning, directing coordinating, and evaluating current OSB/EXIM information systems, specifically the Customer Relationship Management system. Serves as the OSB information systems technical expert, analyzes process/policy changes to define logic to develop and implement systems changes to support the outreach and business development efforts of EXIM Bank staff.
  • Leading discussions with the Business Stakeholders to collect business requirements for the implementation of new business solutions capabilities.
  • Preparing project plans/specifications necessary to carry out requirements for OSB information systems, including modifications or enhancements.
  • Leading and managing a staff, including the planning and evaluating of staff work performance, making recommendations on disciplining, and resolving complaints.
  • Working with senior managers and other stakeholders to develop the reports and other details necessary for OSB management to make effective decisions.
  • Prepares initial reports and briefings,and consult with stakeholders to ensure they meet requirements.
  • Leading the preparation of reports and briefings and consult with stakeholders to communicate findings.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes:

  • Experience planning, directing coordinating, and evaluating current information systems, specifically the Customer Relationship Management (CRM) systems;
  • Experience analyzing process/policy changes to define logic to develop and implement systems changes;
  • Experience developing and analyzing products and reports to determine validity and effectiveness of the EXIM CRM information system data.
  • Experience developing annual budget requirements, responding to budget data calls, and monitoring budget spending for an organization.
In addition to the Specialized Experience noted above, applicants must also meet and demonstrate the IT-related experience demonstrating each of the four competencies listed below:

  • Oral Communication: Makes clear and convincing oral presentations to individuals and groups. Listens effectively; clarifies information, as needed. Speaks and writes in a clear, concise, organized, and convincing manner that is appropriate to the audience. Facilitates an open exchange of ideas to ensure all group input is considered. Handles technical, sensitive, or controversial topics with agility involving executives/managers as appropriate.
  • Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations.
Education cannot be substituted for experience at the GS-14 grade level.
