All groups of individuals within the civil service and the public. The "civil service" consists of all persons who occupy positions in the executive (includes excepted service), judicial, and legislative branches.
Developing strategic partnerships within the DoD and the Federal oversight community to strengthen DoD OIG programs and operations and share best practices.
Monitoring the federal and DoD environment to ensure that organizational strategic and oversight planning processes integrate higher-level strategic plans, risks, initiatives, priorities, and policies into all aspects of DoD OIG operations.
Establishing the DoD OIG’s performance evaluation framework to measure progress towards achieving organizational strategic goals, consistent with the Government Performance and Results Modernization Act.
Overseeing the development of the DoD Top Management and Performance Challenges and a robust annual oversight planning process to ensure oversight projects align with Congressional, DoD, and DoD OIG priorities.
Synchronizing annual planning processes with performance management, enterprise risk management, budget formulation, and other significant agency planning or policy decisions.
Monitoring the effectiveness of the DoD OIG Enterprise Risk Management Internal Controls (ERMIC) Program. Fosters an environment of efficiency and effectiveness, supported by robust internal controls testing and effective risk mitigation plans.
Leading complex organizational assessments at the direction of the IG, Principal Deputy Inspector General, or Deputy Inspector General for Mission Support. Topics may include personnel, IT applications, or longstanding business processes.
Overseeing two mission critical IT systems related to management of administrative and criminal investigations. Provides executive leadership to ensure programs meet business needs and projected cost, schedule, performance expectations.
Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).

Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.

Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
All newly appointed career SES leaders are required to sign the Mobility Agreement as a condition of employment.
Incumbent may be required to travel both in the Continental United States, as well as overseas locations.
All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Qualifications include both executive leadership skills and characteristics that are applicable to all SES positions and the technical or program responsibilities specific to this position.
Eligibility for this position will be based upon a clear demonstration that the applicant has experience of the scope and quality sufficient to effectively carry out the responsibilities of this position. The best qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts referencing the Executive Core Qualifications (ECQs) and mandatory technical qualifications (MTQs) listed below. All factors are required, and must be addressed in your application. The mandatory technical qualifications must be met to be rated eligible for the position.
This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System.
MANDATORY TECHNICAL QUALIFICATIONS (MTQ)
The applicant must provide a separate narrative statement for each of the following mandatory technical qualifications. Each statement will describe fully, but concisely, how his/her experience supports that technical qualifications and must not exceed 2 pages. Failure to address each of these specific qualifications in a separate narrative statement will eliminate you from consideration:
1. Demonstrated leadership experience in directing the development and implementation of strategic plans and products to fulfill mission requirements and enhance the agency's overall performance.
2. Demonstrated leadership in conducting program evaluations and utilizing data analysis to improve business processes, programs, and systems and to develop a culture of continuous performance improvement.
3. Demonstrated leadership in organizational assessment and design and workforce planning to improve agency efficiency and effectiveness.
DESIRED QUALIFICATIONS
1. Experience working in a leadership role at a Federal OIG.
2. Experience working in the Department of Defense at either the Joint Staff or Office of the Secretary of Defense, a DoD Component headquarters, or a Combatant Command headquarters.
EXECUTIVE CORE QUALIFICATIONS (ECQ)
The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.
1. Leading Change. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. 2. Leading People. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3. Results Driven. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4. Business Acumen. The ability to manage human, financial, and information resources strategically. 5. Building Coalitions. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
