This position serves as the Administrative Officer for VISN 4's Human Resource Management section with administrative responsibility, accountability and oversight for HR programs and activities. Major duties and responsibilities include:

  • Administrative Management: provides overall administrative management for the service; interprets administrative policies, develops local policies and defines administrative requirements; provides advice to supervisors; monitors performance and suspense actions; monitors training completion and accomplishments of all staff; coordinates security clearances and access for visitors and contractors as necessary;
  • Human Resources/Personnel Management: oversees administrative aspects of human resources requirements; provides advice pertaining to the procedures, laws, regulations and policies training and travel; assists with preparation and reviews of position descriptions to ensure accuracy and adequacy; tracks current and projected personnel actions; completes and reviews reports and identifies deficiencies or discrepancies;
  • Budget/Fiscal: manages budget formulation and execution for a changing budget of administrative expenses; serves as a purchase card holder and approving official for equipment and commodities procured; prepares budget estimates and identifies changes as needed;
  • Space Planning, Property Management, Procurement and Supply Administration: acts as the Contracting Officer Representative for multiple short and long term service contracts; prepares procurement request and evaluates proposals for work; maintains records; establishes and oversees procedures for the receipt, review and follow-up on requisitions for purchases; responsible for space request and coordinates movements with other offices when necessary; ensures the service is adequately stocked with office supplies;
  • Customer Service: Establishes and maintains effective relationships with internal and external customers to facilitate accomplishment of work assignments, projects, and initiatives. Proactively identifies difficult and/or controversial issues and unique problems recommending a course of action to avoid adverse impact to the organization or customers.
  • Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00 am to 4:30 pm OR 7:30 a.m. to 4:00 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS09 position, you must have served 52 weeks at the GS07, and or a GS11 position, you must have served 52 weeks at the GS09. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS07) in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to:
Entry-level/mid-level trainee - The incumbent is given a variety of developmental assignments in order to broaden skills and provide experience for
progressively more complex assignments. The incumbent continues to gain experience and to develop their knowledge, skill and abilities through the completion of more complex assignments and the exercise of increasing authority and responsibility. The incumbent will gradually assume all the duties and responsibilities of those described in the full performance position description for the Administrative Officer GS-341-11 PD00948-0. The incumbent will receive guidance and training with the expectation of functioning at the full performance level (GS-11). The incumbent will work under limited supervision and as the incumbent progresses the amount of supervision will decrease.

-Routinely displays courteous and respectful behavior to all customers. Greets others with a smile; acknowledges presence of others and uses appropriate salutations. Projects a positive and professional image of the Medical Center. Provides advice that is timely, responsive and
accurate. Maintains appropriate rapport with internal and external customers to facilitate the accomplishment of the medical center goals and mission. Keeps supervisor and/or team leader informed of difficult and/or controversial issues and unique problems. Takes action to effectively solve problems before they have an adverse impact on the organization or other employees. Protects the data from unauthorized release or from loss, alteration, or unauthorized deletion. Follows applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer
access agreement that the employee signs.

GS11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS09) in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Answering inquiries regarding types of vacancies and announcements, procedures for filing applications, receipt and disposition of applications, and general questions concerning Federal Employment; Applying a standardized body of HR rules, procedures and operations concerning recruitment and placement sufficient to explain and perform a range of technical and clerical procedures; resolve recurring problems, answer general questions from supervisors and employees regarding procedures for staffing positions; Determining appointment eligibility; Appropriately referring applicants; Informing applicants of job vacancies for which they may be eligible to apply; Reviewing personnel action requests for accuracy of coding and completeness of supporting documents, etc.; Interpreting and applying standard HR rules, procedures and requirements related to an HR functional area (i.e. employee benefits, recruitment and placement, personnel/payroll processing, classification, employee/labor relations, employee development) in order to prepare a variety of personnel documents and experience performing customer service activities by responding to HR related inquiries in person or in writing; Communicating with a wide variety of clients to explain the various recruitment and application processes; establish and maintain filing systems; Utilizing automated systems such as Microsoft Word, Excel, Access programs, and web-based systems; Processing requests for personnel action; Making decisions, resolving problems or discrepancies based on knowledge of personnel processing rules, regulations, and procedures; Providing in-processing services for new employees; and Providing a wide range of information with respect to employee benefit programs such as health benefits, life insurance, thrift savings plan, and providing information to employees on special program entitlements, and application procedures for merit promotion consideration, reinstatement, transfer, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
