Summary

This position is located in the Office of Audit, Assistant Inspector General for Audit, Security and Information Technology Services within the Treasury Inspector General for Tax Administration (TIGTA). The incumbent supervises Information Technology (IT) Specialists and Performance Auditors responsible for directly conducting audits and/or assisting Audit Managers and audit teams in planning, execution and reporting activities for IT audits of Internal Revenue Service (IRS) programs.

Duties

As a Supervisory Information Technology Specialist (Information Technology Audit Manager), you will oversee a staff responsible for:

- Planning and execution of IT-related audits, including developing audit plans or tests to assess significant computer system development, implementation or security issues and to prevent, detect and deter fraud, waste and abuse; reviewing audit plans to ensure the appropriate IT-related audit tests are planned to support the audit objectives; reviewing IRS organizational components' corrective actions on prior audit findings and evaluating the adequacy of those corrective actions; and overseeing execution of planned audits. When appropriate, recommends changes to the audit plan to address changes in the audit environment and/or results of audit testing.

- Providing guidance and oversight to audit staff, including most technically involved, complex audit tests.

- Performing a variety of highly complex assignments that include analyses, assessments, audits and evaluations of sensitive computer systems, information technology methods, controls and strategies, policies and procedures, management practices, and organizational structure.

- Ensuring technical accuracy from both an IT and audit perspective when drafting or reviewing engagement letters, summaries, status reports, memoranda, draft/final reports and other documents; and also ensures compliance with Government Auditing Standards, TIGTA policy, and achievement of audit program objectives.

- Reviewing work papers for support of audit findings and assessing findings for incorporation into draft or final audit report.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

- Designing and performing projects/studies that conform with professional, or regulatory or quality, standards or requirements;
- Applying IT principles, concepts, methods, standards, and practices to provide sound guidance, technical advice and recommendations to management on information technology or security policies and procedures;
OR
- Experience working in a tax administration organization that has been applied in documenting results of audits or projects and in developing draft or final reports, memoranda or other written products.


In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.


Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

  • A one year probationary period may be required.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
