This position is assigned to the Fleet and Family Support Program (FFSP); Fleet and Family Readiness (FFR); Commander Navy Region Naval District Washington, Washington, D.C. Incumbent serves as a Regional Sexual Assault Prevention and Response Program Manager as the principal point of contact for the region and with Commander Navy Installations Command Headquarters (CNIC HQ) SAPR regarding all aspects of the SAPR Program and sexual harassment victim advocacy.
Summary

Duties include but are not limited to:
Supports the development and implementation of the SAPR Program and conducts ongoing assessment of consistency and effectiveness of the SAPR Program and sexual assault and sexual harassment victim care system of the installations and tenant commands in their Area of Responsibility (AOR).
Communicates directly with the Regional Commander to provide regular updates and assist the Commander with meeting SAPR program requirements.
Ensures all installation Sexual Assault Response Coordinators (SARC) document the services sexual assault and sexual harassment victims are referred to and/or requested by victims from time of initial response to final disposition of case.
Conducts periodic reviews and analyses of program operation, training, and implements back up/contingency plans to ensure service delivery for vacant SARC positions.
Reviews directives from higher authority to determine potential impact on the organization; develops standardized plans, policies, and procedures for the delivery of SAPR programs.
Establishes internal administrative procedures to secure adequate control in terms of team deadlines, progress reports, and directives.
Determines and provides for resources to meet identified program needs, challenges and presents recommendations and assistance to influence policy.
Ensures victim advocacy services include the capacity to respond by telephone and in person 24 hours a day to victims of sexual assault and sexual harassment.
Assists installation with recruitment actions and tracking of all pending personnel actions.
Provides technical oversight to the SAPR team and communicates work assignments through varied methods (e.g., regularly scheduled meetings, emails, one-on-one discussions).
Assists supervisors in balancing workflow of their SAPR team.
Monitors and reports SARCs' progress to assist the supervisor with understanding workload, establishing priorities and ensuring instructions on work tasks are met.
Recommends organizational procedures that promote communication and harmonious working relationships among the installation SAPR team to develop individual strengths, ensures team planning and product development, and meets mission requirements.
Identifies and advocates for resources, information and decisions for major work issues.
Resolves simple and informal issues/complaints while referring other formal complaints to supervisor.
Tracks incidents and required monthly reporting through Navy and FFSC approved databases.
Fulfills interim SARC role at installations during SARC absence or upon SARC vacancy and reports to the Installation Commanding Officer (ICO) to ensure all program requirements are met.
Develops and oversees SAPR Program activities and budgets.
Collaborates with local community crisis counseling centers, as needed, to augment or enhance the installation SAPR Program.
Coordinates the activities of installation Supervisory SARCs within the region and has oversight of all aspects of victim response and case management activities provided by SARCs.
Liaises with the Region Equal Opportunity Program and the Region Integrated Primary Prevention Office to support and promote prevention activities related to sexual harassment, sexist attitudes, and beliefs contributing to the continuum of harm.
Serves as primary train-the-trainer, ensuring that all SAPR personnel maintain high program presentation skill levels, by monitoring program delivery and creating skill-building programs. Develops, manages, continuously monitors, and updates standardized local SAPR curriculums.
Supports new ICOs' awareness of all SAPR Program requirements and the role the SAPR PM has in oversight of the program.
Provides advice, counsel, and instruction to employees on work and administrative policies, procedures and directives (including personnel policies and procedures), technical direction and guidance, and provides assessment of compliance with applicable DoD and DON instructions and policies.
Conducts annual performance reviews of installation Supervisory SARCs and Deputy SAPR PMs, if the position exists as the Region, ensuring consistency and equity in rating techniques.
Ensures sexual harassment victims' safety concerns are assessed and identified safety issues are reported in accordance with policy.
Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.
Ensures installation/Supervisory SARCs, SARCs and SAPR VAs have timely and unimpeded access to the installation and unit leadership they support.
Must pass all applicable records and background check.

Must be a U.S. Citizen to obtain and maintain a Secret Security clearance.
Must have or be able to obtain and maintain a current state driver’s license.
Qualifications

Candidates must possess a four-year degree or higher from an accredited college or university in behavioral or social science; or related disciplines appropriate to the position or at least four (4) years of appropriate experience demonstrated to represent acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field or an equivalent combination of education and experience.
Candidates must possess at least six (6) years of specialized experience in victim assistance or advocacy within military or civilian sector (Note, if basic qualification is met with experience, this may also be credited for specialized experience requirement, if appropriate (e.g. four years of appropriate experience in victim assistance or advocacy, also meets four of six years of specialized experience requirement.).
A qualified candidate possesses the following:
Knowledge of the dynamics of sexual assault and local community resources for sexual assault victims.
Comprehensive and thorough knowledge of the military, Department of Defense (DoD), and SAPR Program, along with local, state, federal laws, and military regulations and policies pertaining to sexual assault, victim advocacy, and other acts of interpersonal violence to plans, organize, implement, and carry out the components of an interpersonal violence prevention and response program.
Expert knowledge of DoD, DON, and CNIC SAPR policies and ability accurately to interpret/articulate their meaning, priorities and intent.
Knowledge of laws, regulations, executive orders, issues, etc. to include the DON organizational structure, management policies, methods, and practices relating to sexual harassment victim advocacy.
Thorough knowledge of a wide range of practices and procedures associated with victim advocacy, social services delivery systems and other elements of specialized social service programs, and behavioral or social science principles to direct the activities of the Sexual Assault Prevention and Response Program.
Thorough knowledge of laws, regulations, and practices relating to privacy of information.
Knowledge of appropriate DoD, Secretary of the Navy, Navy Personnel Command, and other program policies and regulations covering all areas of administrative and operational policies and procedures.
Knowledge of a wide range of essential support, advocacy services, liaison services, community resources and care for victims of sexual harassment in accordance with generally accepted procedures and techniques.

Ability and skillset to provide effective SAPR trainings and briefings to commands, victim advocates, and first responders.
Ability to identify needs, trends, and performance measures to evaluate program effectiveness and provide recommendations for process improvements.
Ability to use data management and reporting systems to collect and organize data drawn from databases.
Ability to advise program officials, including operational-level leadership and region personnel on the policies, practices, procedures, issues, and concerns associated with sexual assault and other acts of interpersonal violence and prevention, response, and victim advocacy.
