Duties

Help

The Director, IT and CIO performs the following major functions:

  • Serves as the Authorizing Official/Designated Representative for Cybersecurity - Risk Management - with the authority to formally assume responsibility for operating an information system at an acceptable level of risk to organizational operations (including mission and functions), organizational assets, individuals, other organizations, and the Nation (CNSSI 4009). (Securely Provision).
  • Serves as an expert to the DTRA Director, Executive Director, and DTRA senior leadership team on all issues pertaining to the Directorate's operations, to include strategy and direction, risk management, project status, and resource plans. This position is responsible for key operational areas to include overseeing, evaluating, validating, and authorizing processes necessary to assure that existing and new IT systems meet cybersecurity and risk requirements.
  • Information Technology Governance Effectiveness: Provides governance, oversight and management of IT investment and technology choices and decisions to optimize total cost of ownership and investment return and mitigate risk exposures to DTRA related to technology, architecture, contractors, and vendors. The Executive ensures technology solutions are designed and implemented based on appropriate IT governance requirements and effective life cycle methodology principles.
  • Information Technology Risk Management and Security: Provides technology risk management assessment strategies and capabilities through effective information security strategies and programs and proactive risk assessment and mitigation to mitigate technology risk exposure to DTRA.
  • Serves as the CIO, responsible for supervising and managing the following functions: Cybersecurity Center, IT Business Operations, IT Strategic Planning Center, Digital Services, Operations and Field Support Center.
  • Provides higher level management direction to technology risk management functions, including critical information security and privacy functions, as well as business continuity planning. Serves as a liaison to and works closely with internal and external senior officials and management to continually assess the environment in which DTRA operates to ensure the Directorate is providing the necessary
  • Interprets relevant legislation, regulations, and administrative actions for impact on the Directorate's service areas.
  • Identifies and promotes the use of best practices (government and private sector). This includes cloud storage, the use of mobile devices, innovative communications and financial tools, and management practices to support and promote employee engagement. Makes recommendations and oversees implementation of IT improvements.
  • Exercises operational control of the Agency's IT infrastructure, capabilities and services, providing overall management, operations, maintenance, and sustainment of all operational IT supporting DoD mission requirements.
  • Serves as Designated Authorizing Official representative, with full responsibility for operating the IT system at an acceptable level of risk. Oversees all matters relating to IT security, including cyber security, telecommunications security, and physical and personnel security. Responsible for the administration and coordination of system security, granting authority for system operation, assigning the level of risk and accepting that risk while ensuring both system and network accreditation.
  • Provides expert IT Business Leadership, overseeing and directing a wide range of system and technical initiatives which directly contribute to the establishment of world-class IT systems furthering the DTRA mission. Utilizes solid data analysis, budgeting and business operations skills combined with an understanding of the opportunities and risks of integrating cutting-edge technologies such as: Social Collaboration Platforms, Streaming Media, Information Flow and Cloud Based IT to analyze costs, value and risks of IT initiatives, and provide sound data-based recommendations to shape the Agency's direction and further strategic goals.
  • Provides executive oversight of IT project management plans, milestones and deliverables. Develops policies and programs for implementing major initiatives; ensuring the deployment of purchased or developed technology tools with minimal disruption to users. Monitors and evaluates the performance of information resource investments through a capital planning and investment control process, including applicable performance measures.
  • Directs IT performance to be measured in changes-in-business-performance and market- value-add terms, utilizes effective Key Process Indicators, to determine and communicate how effectively the IT organization is achieving key business objectives.

  • Mobility Agreement: All newly appointed Career SES leaders must sign the Reassignment Rights obligations Agreement as a condition of appointment into the SES.
  • Probationary Period: You will serve a one-year Senior Executive Service (SES) probationary period unless you previously completed the probationary period in the SES.
  • Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position.
  • Senior Executives are required to complete a "Declaration of Federal Employment," (OF 306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check.

Qualifications

As a basic requirement for entry into the Senior Executive Service, applicants must provide evidence of progressively responsible leadership experience that is indicative of senor level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs).

To meet the minimum qualification requirements for this position, you must address the three mandatory TQs, the five ECQs.

EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQs must not exceed ten pages (2 pages per each ECQ narrative). The ECQs are:

TECHNICAL QUALIFICATIONS (TQs)

1. Expert knowledge and demonstrated leadership in managing a robust Information Technology (IT) program, providing overall strategic direction to a large organization, to include policy and planning, security, systems analysis, applications software, operating systems, network services, systems administration, and customer support.

2. Expertise in the cost-benefit analysis, acquisition, implementation, sustainment, and program management oversight of Cyber Security and network operations efforts in government or industry with demonstrated experience in complying with the NIST 800-53 Risk Management Framework.

3. Expertise in developing and implementing strategic information plans that include identifying innovative and leading-edge solutions, implementing robust project planning, defining and securing funding, building a tech savvy and leading-edge workforce, achieving quality improvement, meeting audit requirements, and standardizing systems.
