Summary

This position is located in the Morale, Welfare and Recreation Department, Naval Region Southwest. The primary purpose of this position is to manage the day-to-day operation, oversee and supervise the recreational vehicle (RV) park operation which may include two or more related activities such as picnic grounds, retail/food store operation, lock and leave storage, laundry/shower facility, RV wash station and vehicle storage areas.

Duties

Help

  • Responsible for the management, administration and day-to-day operations of the RV park, picnic grounds, retail/food store operation, lock and leave storage, laundry/shower facility, RV wash station and/or vehicle storage. Ensures that all programs and activities within the park are operated in accordance with applicable rules and regulations. Responsible for enforcing all rules and regulations, answering questions, inspecting facilities and handling the day-to-day problems that arise.
  • Takes reservations for RV Park by mail or telephone. Maintains registration logs for current and future occupancies. Assigns designated spaces and areas. Confirms reservations and files for future use.
  • Checks guests in and out. Ensures authorized personnel are permitted in facility. Collects money and issues appropriate receipts according to established cash handling procedures and maintains a change fund. Completes daily activity reports and ensures proper deposit. Responsible for the accountability of all equipment, monies and receipts associated with facility.
  • Enforces assigned area rules and regulations. Explains regulations and attempts to settle disputes between groups or individuals regarding use of facilities or rules. Informs supervisor of setback, refers unusual problems or situation to supervisor.
  • Responsible for preparation and justification in the development of NAF/APF budget for facilities/programs. Coordinates with supervisor to obtain personnel, funds, supplies and equipment to ensure optimum operation of the program.
  • Opens and closes facility in accordance with established procedures. Maintains security of supplies, equipment, property belonging to customers, and assigned areas. Reports any damage, loss or vandalism of facility to proper authorities and supervisor. Inspects facility for any unsafe conditions. Reports all incidents and unsafe conditions to supervisor. Recommends repair projects.
  • Maintains all records and files concerning the RV Park, Vehicle Storage and Lock and Leave lockers and picnic grounds, as well as any other reports required. As needed, compiles periodic and special reports based on records maintained and/or data collected. Participates in monthly inventories, or as required.
  • Supervises, trains, schedules and evaluates subordinate patron services and maintenance personnel in the performance of their duties. Ensures adequate staffing for a seven day a week year-round recreation program. Provides EEO Program support and takes all positive actions needed to assure and advance equal opportunity and EEO goals within the incumbent's area of accountability. Ensures that all persons receive full equal opportunity and treatment in placement, promotion, training, details, assignments, and related personnel actions.
  • May act in the capacity of a Contracting Officer Technical Representative (COTR) for government contracts in terms of some operational and maintenance services being performed within the RV Park program.
  • May be responsible for a coin operated wash rack. In this capacity, incumbent is responsible for the outdoor RV/Wash station. Incumbent ensures that all safety, environmental and financial regulations are met, and that a high quality service is maintained. Incumbent is responsible for procurement of operational supplies for this function, as well as maintenance measures to assure the RV/Wash station is operationally sound.
  • May draft and publish occasional customer newsletters and informational literature pertinent to the operating conditions of the RV Storage Lot and RV Parks.
  • Performs general housekeeping tasks to ensure proper standards of appearance, cleanliness and safety of assigned spaces and areas. Ensures patrons observe all fire, sanitation and safety rules and regulations.
  • Performs other related duties as assigned.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must be able to lift/carry minimum 40 lbs.
  • Must be able to obtain and maintain a current valid driver’s license.
  • May be required to work nights, weekends and holidays as mission requires.

Qualifications

  • Six months to one year of general office experience.
  • Ability to supervise, coordinate and instruct.
  • Knowledge of a variety of recreation activities relating to performance of duties.
  • Skilled in reservation procedures and operating a business is preferred.
  • Knowledge of office procedures and equipment.
  • Able to use PC computer to accomplish word processing, database, and spreadsheets.
  • Ability to perform mathematical calculations.
  • Ability to perform inventory procedures, and internal controls processes.
  • Ability to maintain accurate reports and records.
  • Cash handling experience.
  • Ability to communicate effectively with others.
  • Ability to follow verbal and written instructions.
  • Current Driver's License.

Education

A high school diploma or GED is preferred.

All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.

Per Department of Defense Instruction (DoDI) 1402.05. Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.

Non-U.S. citizens with fewer than three years of recent residential history in the U.S. may be determined ineligible for employment.
