This position can be filled in ANY of the following VAOIG locations: Aurora, CO; Austin, TX; Baltimore, MD; Bay Pines, FL; Bedford, MA; Dallas, TX; Decatur, GA; Hines, IL; Kansas City, MO; Los Angeles, CA; Salt Lake City, UT; San Diego, CA; Seattle, WA; and Washington, DC. Selectee will stay at current duty location.

As a Supervisory Auditor (Performance), you will:

  • Manage and direct a team of subordinate auditors and management analysts and serve as a technical expert on performance audits, evaluations, and reviews of the various programs, operations, and functions of Veterans Affairs
  • Maintain a mastery of a professional knowledge of the theories, concepts, principles, and practices of accounting and auditing practices, including Generally Accepted Accounting Principles, Generally Accepted Government Auditing Standards, internal controls, contracts management principles, and grants management principles necessary to administer individual assignments requiring an integrated analysis of a number of different operational programs and accounting systems, and to recommend new audit approaches and policies, and revised audit policies and procedures based on technical expertise and operating experience
  • Oversee report preparation and ensure effectiveness of presentation, adequacy of supporting data, and conformance with policies and develop input for annual and long-range audit plans
  • Assume the lead role in briefing conferences (e.g., entrance, exit and updates) with VA officials to present findings and recommendations as appropriate, and maintain close liaison with program and management officials in all assigned areas of responsibility
  • Analyze and interpret legislation and agency policies in coordination with other federal audit organizations such as the General Accountability Office and other oversight organizations to develop agency guidance in audit oversight areas and for monitoring new and interrelated agency-level systems and organizations

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: To qualify for this position as a GS-14 you must meet the specialized experience requirements for this position with at least one (1) full year of experience at the GS-13 level, or equivalent. This experience, as provided below, should have equipped you with the particular knowledge, skills and abilities required to successfully perform the duties of the position. This specialized experience includes:

-Planning and conducting a wide range of regional and national review projects such as evaluations, inspections, and performance audits; AND
-Communicating program issues, justifying conclusions reached and recommending courses of actions; AND
-Preparing audit reports, briefings and testimony.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

Education

You must meet the minimum basic educational and/or work experience requirements for professional auditing positions in the federal government. This includes:

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration, or accounting.
OR
A combination of education and experience with at least four years of experience in performance auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
- A certificate as a Certified Internal Auditor (CIA) or a Certified Public Accountant (CPA), obtained through written examination; OR
- Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education

Conditions of Employment (CONTINUED):

- A one year supervisory or managerial probationary period may be required.

-Travel nationwide under tight deadlines. The incumbent should anticipate frequent walking and standing as a component of this travel.
