This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Department of Defense (DoD) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as the IT PM responsible for the overall management, control, coordination, and execution of assigned IM/IT Enterprise AIS Programs and subordinate projects and source of authoritative information regarding all aspects program management division.

Duties

Help
  • Responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, installation, and direction of USACE IM/IT Enterprise AIS related projects and programs in support of the USACE.
  • Apply an extensive knowledge of management concepts, methods, practices, and processes of planning, engineering, and scientific practices (e.g., Lean Six Sigma, DIWIA, PMP, etc.).
  • Apply an extensive knowledge of IM/IT methods, practices, and processes of planning, acquisition and management, engineering, installation, and negotiation disciplines.
  • Develop enterprise reporting solutions tailored to specific requirements based on system complexity, milestones, and program direction.
  • Responsible for the efficient and economical use of, and establishes priorities and conducts planning for equipment, manpower (Contractor and Government full time equivalents (FTEs)) and funding resources necessary to accomplish the mission.

  • Incumbent is required to achieve Project Management Professional Certification within two (2) years of assignment.

To qualify for the GS-14 one year of specialized experience equivalent to the GS-13 level in Information Technology (IT) Specialized experience is defined as:(1) to integrate sponsor/customer IM/IT requirements and participation into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations including various functional elements within USACE ; (2) to establish responsibilities, set expectations, and control and manage assigned project budgets and schedules to assure G-6 commitments to the customer are met; (3) to serve as G-6's primary point of contact for customers, and other external agencies on assigned IM/IT projects.:1) Attention to Detail, 2)Customer Service, 3) Oral Communication, and 4) Problem Solving.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
