Duties

Help

As a Program Analyst, you will:  

  • Plan, coordinate, and evaluate overall policies, procedures, and objectives related to the program telecom program function. Conducts extensive research and data analysis of current and proposed programs in order to achieve maximum effectiveness nationwide.

  • Provide guidance and support to regional offices in resolving problem situations that may arise and ensures compliance with program operations and goals.

  • Plan and/or directs complex projects requiring evaluation of operational problems, evaluating alternative solutions and recommending appropriate action.

  • Prepare presentations, briefings and other informational materials as necessary.

  • Perform operational program budget execution duties.

  • Perform studies and audits on internal control and use of funds throughout the year.

  • Responsible for customer funding documents and billing agreements.

  • Review customer inquiries related to billing and resolves all discrepancies.

  • Assure that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations.

  • Analyze and evaluate the effects of program plans and budget issues.

  • Continually monitor control point expenditures in relation to planned levels.

  • Prepare reports of analysis, making recommendations for remedial action

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-13 salary will be determined based upon duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized Experience:

Specialized experience is experience applying analytical and evaluative methods and techniques, both qualitative and quantitative, to issues or studies concerning the efficiency and effectiveness of program operations. This experience must include making recommendations to management to improve the efficiency and effectiveness of such programs and initiatives.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Expert knowledge of analytical and evaluative methods to examine and interpret facts and assumptions, persuade management officials to adopt proposals and to develop constructive recommendations for strategic changes in work processes, procedures, and policies

  • Knowledge of program analysis, management theories, evaluation methods, organizational theories, and research principles to perform broad studies impacting agency operations. Knowledge of qualitative and quantitative techniques required to collect and analyze research data.

  • Knowledge in developing, coordinating, and implementing operations and technical activities.

  • Ability to plan, organize, and develop creative solutions to problems.

  • Ability to communicate orally and in writing with senior GSA managers, officials of other Federal agencies, and various private sector organizations.

  • Ability to develop written reports and studies presenting the results of research and data analysis.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
