As a Program Manager in the Financial Analysis Division, provides advice, guidance, and consultation to senior management on areas such as risk management, internal controls, analysis of work processes, financial management, and the review of financial systems investments and their impact on the financial management of the agency.

Summary

Provides advice, guidance, and consultation to senior management officials on areas such as risk management, internal controls, analysis of work processes, financial management, and the review of financial systems investments and their impact on the financial management of the agency.
Provides authoritative technical advice and guidance to senior management on the analysis of work processes, financial management, and review of agency financial systems according to established policies and procedures.
Renders authoritative policy interpretations and functional recommendations on significant agency-wide financial management issues, functions, and problems.
Provides analysis and advice on agency financial matters to program officials, managers, and resource administrators.
Applies a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems.
Directs the development and implementation of agency policies and procedures, business processes, and new or revised system requirements resulting from new or modified agency financial and business system programs.
Manages short and long range planning activities that include multi-year work plans.
Directs an agency program segment that has management over multi-million dollars of annual resources.
Directs and monitors the development, compilation, review and submission of financial reports of the agency.
Oversees the development and implementation of automated and fully integrated systems of financial staff services in accounting, budgeting, travel, payroll, financial analysis, and reporting.
Performs supervisory functions. Manages a large subordinate financial management staff.

The GS-15 salary range starts at $136,908 per year.
SPECIALIZED EXPERIENCE: To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.
Specialized experience is:
Leading the development of significant and complex program budgets in excess of $75M/year.
Performing program management, analysis, evaluation, and execution, to include program planning, development, implementation, and improvement of program operations.
Reviewing and monitoring resource allocations, financial models, guidelines (e.g., policy, regulations) requirements for operations, including personnel and financial resources.
Building, maintaining, and improving strategic relationships by seeking out and advising executive and other management officials on best practices and coordinating meetings and working groups designed to improve program operations.
Developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. AND
Preparing or conducting program-related presentations at a variety of meetings (e.g., work groups, conferences) to executive and other management and staff officials of other entities (e.g., agency budget staff, private-sector firms) to ensure alignment and share progress on program initiatives.

Ability to provide technical and administrative supervision over diverse mission functions, directly and through subordinate supervisors.
Skill in applying a wide range of qualitative and/or quantitative techniques involved in gathering, assessing and evaluating numerous sources of data, and developing appropriate recommendations for management.
Knowledge of management techniques, methods, principles sufficient to provide direction and oversight of a program, assess overall effectiveness, efficiency and productivity.
Ability to present sensitive recommendations to higher authority; negotiate high level issues; obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity; and, to represent the agency on task forces, at seminars and other large sessions.
Skill in written communication in order to write, review and finalize policies, rules, regulations and procedures, and prepare written reports, correspondence, etc. for presentation to top agency officials, customer agencies, industry executives or government entities.
