The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and provides information and reference services to the public.

The Copyright Alternative in Small-Claims Enforcement (CASE) Act of 2019 created chapter 15 of title 17 of the United States Code and “establish[ed] an alternative dispute resolution program for copyright small claims.” This program is facilitated through the Copyright Claims Board, comprised of three Copyright Claims Officers who render decisions on issues involved in copyright small claims.
The position is located in the Copyright Claims Board, Office of the General Counsel, U.S. Copyright Office.

The full performance level is GS-11.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C. Metropolitan Area.

The incumbent of this position will work a flexitime work schedule.

This is a non-supervisory, bargaining unit positions.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

This position, Paralegal Specialist, reports to the Supervisory Attorney-Advisor (General). This position performs legal research and analysis; collects, analyzes, and prepares documents for Copyright Claims Board proceedings or in response to litigation challenging the Board’s decisions; drafts documents and materials; administers and monitors dockets and filings; plans and assists in the running of certain public events; and maintains legal files. The position also serves as a public contact to answer inquiries and provide information regarding access to Copyright Claims Board program files and provides administrative services to the Copyright Claims Board.

Using a working knowledge of copyright law, civil procedure, and the procedures and practices of the Copyright Claims Board and the Copyright Office more generally, performs legal research and analysis of legal decisions, opinions, rulings, and memoranda and regulations, selecting from these materials pertinent principles of law before preparing memoranda or digests of the points of law at issue. May make recommendations of courses of action to follow, subject to attorney review and approval. Subject to attorney review, analyzes facts and legal questions presented by Copyright Claims Board personnel administering specific federal laws or Copyright Office regulations, providing answers in those cases where the matter has been settled by precedents or agency policy, and, in some instances, prepares informative and instructive materials for general use.

Works with attorneys to assist in drafting, review, and finalization of proposed Copyright Claims Board decisions and Copyright Claims Board policies and procedures, including cite-checking, blue-booking, proofing, and formatting materials. Follows and implements Copyright Office standard operating procedures to implement regulatory changes under approval of the General Counsel and supervision of the Register of Copyrights, including updating procedures as necessary.

Under attorney supervision, responds to inquiries from internal or external persons regarding the applicability of federal laws and Copyright Office regulations to various situations, directing his/her attention to the policy which may be used in the decision-making process.

Prepares Copyright Claims Board rulings and other public records in coordination with the Copyright Claims Officers and Attorneys, administrative assistants, and others in the U.S. Copyright Office, including the Offices of the Register and Office of General Counsel. Makes rulings and public records available to the public. Prepares periodic status reports on Copyright Claims Board claims, regulatory, policy, or other departmental activity, including assisting with budgeting and strategic planning efforts as directed.

Performs other related duties as assigned.

This position is not eligible for permanent remote telework.
