A Recruitment Incentive of up to $5,000 may be paid to a selected applicant who is newly appointed to the federal government in this position (or if appointment to this position follows a temporary appointment, or a break in federal service of at least 90 days); acceptance of this incentive confers a two-year service agreement in this position.

JOB SUMMARY:
The primary purpose of this position is to plan, organize, develop, direct, implement, evaluate and manage all command and control training programs for all assigned controllers and aircrew personnel and to ensure all assigned personnel can attain and maintain certification. The unit supports USAF, AFRES, ANG, etc., operations involving numerous types of military and military training missions. The types of missions and aircraft supported include every type and variety of aircraft in the DoD inventory, to including fighters, heavy aircraft, UAVs, and tactical bombers. This position plays an integral part in maintaining Command and Control of the ANG Wing in regard to the development and upkeep of a viable Command and Control training program. Performs all required duties of a certified controller and maintains certification in required areas.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard.

The major duties include, but are not limited to:

  • Plans, organizes, develops, directs, implements, evaluates and manages formal classroom training.
  • Reviews, evaluates and analyzes training through examination results, task evaluations, personnel performance, and consultation of subject matter with experts in the field to determine the quality and overall effectiveness of the training plan.
  • Ensures adequate protection and procedures are in place to safeguard resources, to include the physical security of the command post, the Crisis Action Team (CAT) and critical support systems.
  • Serves as a key member of the CAT during operational events and briefs commander on all significant actions taken by the command post.
  • Performs all duties required of a certified Command and Control Specialist and/or Command Post Superintendent in the absence of the Superintendent, as well as, maintains certification in required areas.

Qualifications

GENERAL EXPERIENCE: All Series GS-1712 candidates must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subjects criteria and information into a teaching/training capability.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:

  • Experience that demonstrates the particular knowledge, skills, and abilities to successfully perform the duties of the position.
  • Experience demonstrating knowledge of the Air Force vision, values, organization, policy, and mission.
  • Experience demonstrating knowledge of training centers, training programs, schools, and unit policy.
  • Experience in conducting, supervising, or developing education or training programs.
  • Experience demonstrating knowledge of the Air Force education and training policy requirements.
  • Experience in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries.
  • Experience demonstrating knowledge of audio-visual presentations, educational tests and measurements, and instructing techniques.
  • Experience demonstrating knowledge of Air Force education and training programs in regard to their principles, policies, and procedures.
  • Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products.
  • Experience demonstrating effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures.
  • Experience in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies.
  • Experience demonstrating knowledge of communicative interpersonal skill applications and distance learning concepts.
  • Experience demonstrating the ability to be an experienced and effective communicator.
  • Experience in presenting professional courses and briefings; and proficient capabilities in writing reports and records.
  • Experience as a participant and presenter during training and military or civilian conference events.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position requires a security clearance (top secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.

Additional information

Primary Change of Station (PCS) relocation expenses will NOT be paid.

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
