Help

As a Supervisory Financial Specialist, you will perform the following duties:

  • Serve as Deputy Chief Financial Officer (CFO) for the National Ocean Service (NOS) Management and Budget Office (MBO) and serve as primary advisor to support and assist the CFO/Chief Administrative Office (CAO) in setting and executing program priorities. Provide oversight and guidance to NOS leadership and staff for all strategic planning, budget formulation and execution functions. Provide broad and specific policy guidance, analyses and recommendations to facilitate achievement of program goals and objectives.
  • Direct and monitor the analysis, formulation, prioritization, funding, and development of requirements and systems that apply financial management policies, procedures, and standards to support and maintain financial management operations. Interpret and interrelate plans, resource constraints, budget proposals, cost of operations, and program accomplishment, in order to produce reliable budgetary and management data and recommendations to the CFO/CAO and other senior leadership.
  • Participate in senior level committees, conferences, meetings and working groups, providing expert-level technical guidance on plans, policies, or special projects having an organization-wide application. Work with senior officials to discuss and resolve high-level business practices and address special issues and problems requiring in-depth technical analysis.
  • Has the supervisory authority to plan and distribute work to be accomplished by subordinates, set and adjust short and long-term priorities and plans, and prepare schedules for the completion of work. Improve production and quality of work, evaluate work performance and address poor performance. Identify employee developmental and training needs, and promote, recognize, reassign and select new employees.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-5 is equivalent to the GS-15.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-5 or GS-15 level:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

  • Participating in financial planning and budgetary functions, to include fiscal management operations, budget execution and monitoring of obligations and expenditures, etc.;
  • Providing recommendations and guidance to top-level management on financial management and budgetary matters based on policy and program analysis; and
  • Leading a team either in a supervisory or non-supervisory capacity, performing functions such as assigning work, setting priorities, and providing feedback on work assignments.

Education

Substitution of education for specialized experience is not applicable to this vacancy.
