The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Serves as a Senior COR and provides consultative advice on all aspects of Contract Oversight
    activity within the assigned program area.
  • Performs operational reviews, prepares evaluations, and provides guidelines pertaining to the
    effectiveness of contract administration and program operations which involve and impact multiple
    IRS locations and/or organizations.
  • When applicable, leads or coordinates lower graded employees in the reviews and evaluations of these
    complex programs. Acts as a senior analyst providing guidance and assistance to lower graded
    analysts.
  • Evaluates and devises solutions to COR issues impacting employees and managers in all affected areas
    of the assigned program. Serves as an analyst responsible for accomplishing various analytical studies
    and/or projects involving complex programs, systems, and issues, with impact on multiple IRS
    locations and/or organizations.
  • Conducts briefings and prepares comprehensive reports to keep managers and executives advised
    of assignments, contracts, and progress, and to communicate findings and recommendations.
    Coordinates across operational Business Units in support of Contract Administration, to include
    HCO, IT, FMSS, etc.

  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Contracting Officer's Representative (COR) Level II certified experience completing contract acquisition packages. Experience working with vendors under contract. Experience writing the technical documents for the contract, such as the Statement of Work (SOW), Performance Work Statement (PWS) or Statement of Objectives (SOO). Experience preparing the cost estimates. Experience performing market research activities and other required planning documents. Experience performing quality assurance. Experience performing Receipt and Acceptance for invoices on the contract. Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience with project management to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, and other similar factors affecting operations. Experience with budgeting methods and techniques to prepare analyses and estimates; oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
